Please confirm whether an operational outline for Operation Talla was formally adopted in Jersey by the States of Jersey Police between 2020 and 2022.

If such an outline exists, please provide a copy, or if redactions are necessary, please release the information that can be disclosed.

Please provide any directives, guidance, or instructions received from the NPCC, or any other UK body, in relation to Operation Talla, including the dates they were received and by whom.

Please provide any data, reports, or information relating to Operation Talla that specifically references or relates to Covid-19 vaccine harms, and confirm whether any such material was shared with any States Members, the NPCC, or other UK agencies during this period.

Was any data or information provided to States Members concerning individuals who had approached the police regarding vaccine injuries and concerns arising from the Covid 19 vaccines? If so, please supply details of what information was shared, when, and with whom.

Was any data or reporting produced under Operation Talla that referred to “anti-vax" or “anti-vaccine" individuals, groups, or narratives? If so, please provide details of what information was collected or shared, when, and with whom.

Please confirm whether any information generated within Jersey under Operation Talla was shared back with the NPCC or any other UK bodies. If so, please provide details of what was shared, when, and with whom.

Please confirm whether the Government of Jersey had any directors, coordinators, or officials assigned in relation to Operation Talla.

If so, please provide their titles, roles, and responsibilities, together with any documentation outlining their remit.

Response

We can confirm that the States of Jersey Police (SoJP) do not hold the information you have requested regarding whether the Government of Jersey had any directors, coordinators, or officials assigned in relation to Operation Talla (question 8 and 9) Article 3 has been applied, and a response is declined.

To respond to questions 1, 2, 3, and 7 would require approximately 31 hours of officer time. Additionally, answering questions 4, 5, and 6 is estimated to take a further 40 hours. Therefore, the time required to complete would be in excess of 71 hours in total. Under Article 16 of the Freedom of Information (Jersey) Law 2011, a scheduled public authority is not required to comply with a request if the estimated cost of doing so would exceed the appropriate limit. In this case, the time required to process the request exceeds that limit.

Article 16 has been applied, and a response is declined.

Article 3 - Meaning of “information held by a public authority"

For the purposes of this Law, information is held by a public authority if –

(a)     it is held by the authority, otherwise than on behalf of another person; or

(b)     it is held by another person on behalf of the authority.

Article 16 - A scheduled public authority may refuse to supply information if cost

excessive​

(1)     A scheduled public authority that has been requested to supply information may refuse to supply the information if it estimates that the cost of doing so would exceed an amount determined in the manner prescribed by Regulations.

​Internal Review Request

Internal Review Request - FOI Ref: 744782950 (Operation Talla - Jersey Police)

I am writing to request an internal review of your response of September 2025 to my FOI request (Ref: 744782950) concerning Operation Talla and the States of Jersey Police.

You have declined my request under Article 16 of the Freedom of Information (Jersey) Law 2011 on the basis that the estimated time to comply would exceed the prescribed cost limit. You also applied Article 3 to part of the request. I respectfully challenge this decision on the following grounds:

1. Article 16 - Cost Refusal

Your response acknowledges that the States of Jersey Police do hold relevant material, but claim that processing all questions would take 71 hours. However, the Jersey FOI Law does not allow for a blanket refusal where refinement or partial disclosure could reasonably reduce the burden.

The statutory duty under Article 13 (Duty to advise and assist) requires that the authority help applicants to refine their requests. Your response did not suggest any way to narrow the scope or identify information that could be disclosed within the cost limit.

2. Constructive Narrowing of Scope

To reduce any alleged burden, I now narrow the scope of my request to the following:

Directives, guidance, or instructions specifically received by the States of Jersey Police from the NPCC under Operation Talla between 1 January 2022 and 31 March 2022.

For each directive, please confirm the date of issue, authorised recipient circulation list.

This refinement substantially reduces the timescale and complexity of the request.

3. Partial Disclosure and Summaries

Where full disclosure remains impractical, I request that you provide:

The titles and dates of the documents held, and a summary of their subject matter, so that the public can at least understand the nature of the material held.

4. Public Interest in Transparency

Your response confirms that Operation Talla documentation exists in relation to Jersey. This is of significant public interest, given that Operation Talla was a UK national policing response and Jersey is a Crown Dependency with its own policing structures. Transparency is essential for accountability in these circumstances.

Requested Outcome

That the Article 16 refusal is overturned on review and the narrowed request above is processed. If the authority maintains its refusal, I will escalate the matter to the Jersey Information Commissioner for independent consideration.

Internal Review Response

This internal review has been conducted by a minimum of one official of appropriate seniority who has not been involved in the original decision. As part of their review, they will be expected to understand the reasons behind the original response, impartially determine whether the response should be revised, and how so, considering the request and the information held, any relevant exemptions, or other relevant matters under the Law.

The Internal Review Panel was asked to review the original response and confirm the following: Does the FOI request relate to a body to which the Law applies, or information held by a body covered by the Law? Yes

If the answer is no, all the other questions are not applicable.

Further questions if above is a yes:

i. Was the right information searched for and reviewed?

ii. Was the information supplied appropriately?

iii. Was information appropriately withheld in accordance with the articles applied and were the public interest test/ prejudice test properly applied?

Following discussion, it was agreed by the Panel that the decision was upheld.

Refining this request will not guarantee a reduced amount of data. However, the SPA can suggest that both reducing the requested scope and period has been known in the past to assist.

A new request can be agreed, however even if the reduced data comes below the Article 16 threshold other articles (exemptions) may need to be applied to the information and at this time this would not be known.​
