External school review October 2024 for Grainville.
Response
The Grainville School external review carried out in October 2024 was undertaken as part of a pilot for the update to the Jersey Schools Review Framework (JSRF).
The pilot, and the schools reviewed as part of this, contributed to the development of the new JSRF policy and framework and are therefore exempt under Article 35 of the Freedom of Information (Jersey) Law 2011.
Article Applied
Article 35 - Formulation and development of policies
Information is qualified exempt information if it relates to the formulation or development of any proposed policy by a public authority.
Public Interest Test
Article 35 is a qualified exemption and as such, CYPES has conducted a prejudice test as required by law.
The Scheduled Public Authority (SPA) considers that while there is a strong public interest in accountability and, as such, the production of documentation in relation to the review carried out on Grainville School in 2024 as part of the pilot process, this
interest must be balanced against the equally strong public interest in protecting the process that ensures the final policy decisions are robust, well-considered, and based on complete analysis.
