I would like to request the following information for the most recent full calendar year available: 
The total number of permissions issued in each category: 
Licenced permissions 
Registered permissions 
Essential employment permissions 
A breakdown of the roles and industries in which these permissions were issued. 
If possible, I would also appreciate any available statistical summaries or reports that provide insight into trends in the allocation of these permissions.

Licensed and Registered staffing permissions are granted under the Control of Housing and Work (Jersey) Law 2012.  
Essential employment permissions - this appears to correspond with Licensed permissions, however there is no distinct category called “Essential employment permissions.” Please see the link below which may be helpful:

​Where sectors have shown fewer than 10 permissions granted, small numbers have been masked due to potential commercial sensitivity. We are therefore applying Article 33 of the Freedom of Information (Jersey) Law 2011. 
ESSH (Employment, Social Security and Housing) do not hold a breakdown of permissions granted by role therefore Article 3 of the Freedom of Information Law Jersey (2011) applies.

Articles applied 

Article 3 – Meaning of “Information Held by a Public Authority”: 

For the purposes of this Law, information is held by a public authority if – 
(a)     it is held by the authority, otherwise than on behalf of another person; or 
(b)     it is held by another person on behalf of the authority. 

Article 33 - Commercial interests   

Information is qualified exempt information if –   
(a)     it constitutes a trade secret; or  
(b)     its disclosure would, or would be likely to, prejudice the commercial interests of a  person (including the scheduled public authority holding the information) 
Public Interest Test
Article 33 (b) is a prejudice-based exemption. This means that in order to engage this exemption there must be a likelihood that disclosure would cause prejudice to the interest that the exemption protects. In addition, this is a qualified exemption, and consideration must be given to the public interest in maintaining the exemption.  
A decision has been made to withhold the number of permissions granted, as disclosing figures in smaller sectors could allow businesses to identify how many permissions have been issued to competitors or other employers. In sectors with only a few organisations, even partial data may reveal commercially sensitive information. 
Some businesses may view this information as commercially sensitive, particularly where disclosure could give others insight into their operations or competitive position. For this reason, a "<10" threshold has been used to reduce the risk of disclosure. 
While there is a general public interest in transparency, in this case, that interest is outweighed by the need to protect the commercial interests of individual businesses. 
​The Scheduled Public Authority (SPA) considers that providing information could prejudice the commercial interests of the Government of Jersey and / or third parties. There may be public interest in commercial information, however it was considered that this is outweighed by the potential for commercial and/or financial damage. The information requested is therefore withheld.
