I should be most grateful if you could please provide a copy of the La Loi (1930) constituant le Département des Officiers de la Couronne, which I understand to be the law that established the Law Officers' Department. If available, please kindly provide both the original law and an English translation.

The French version of this law is publicly available information and therefore absolutely exempt under Article 23 of the Freedom of Information (Jersey) Law 2011, as it can be found within the Jersey “Recueil des Lois” (collection of laws). There is more than one edition, but in the 1957 edition the law as originally enacted is at Tome VII 1929-1936, page 101. Both Jersey Heritage and Jersey Library hold copies of this law.
The law and it’s subsequent amendments was repealed by the Departments of the Judiciary and the Legislature (Jersey) Law 1965. We do not hold an English translation and therefore Article 3 also applies.

Article 3 - Meaning of “information held by a public authority”
For the purposes of this Law, information is held by a public authority if –
(a) it is held by the authority, otherwise than on behalf of another person; or
(b) it is held by another person on behalf of the authority.
Article 23 - Information accessible to applicant by other means
(1) Information is absolutely exempt information if it is reasonably available to the applicant, otherwise than under this Law, whether or not free of charge.
(2) A scheduled public authority that refuses an application for information on this ground must make reasonable efforts to inform the applicant where the applicant may obtain the information.
