Council of Ministers framework within 2025-2028 Government Plan

On the 24th of June last year, the chamber voted "to request the Council of Ministers to bring forward the necessary legislation for consideration by the Assembly by November 2025" and "to request the Council of Ministers to ensure provision of funding for the necessary legislative framework is incorporated within the Government Plan 2025-2028". - P.31/2024.

What was the answer to these requests, how and why was the decision made, and why was it not made public?  

Response 

The States Assembly did not vote on the proposition as originally drafted. 

The original proposition (P.31/2024) was subject to a number of successful amendments. One of the successful amendments removed the reference to legislation, and also removed Paragraph C (“to request the Council of Ministers to ensure provision of funding for the necessary legislative framework is incorporated within the Government Plan 2025-2028.”) of the proposition in its entirety.
