An agreement was made a number of years ago by the treasury minister and the now constable of St John for funds to go towards the St John’s recreation centre in the region of £200,000 to extend the centre for a youth service provision.  

1) 

Could you please advise the return on investment for the taxpayers and  

2) 

whether the taxpayer has had to pay rent for this provision during this time?  

3) 

If so, what was the agreement in place for providing the large capital funding in the first place? 

Response 

1) 

Please see the Ministerial Decision linked below dated 8th December 2014 which lays out the terms of the payment provided by the Government of Jersey to undertake the improvement works at St John’s Recreation Centre.  

You will note that the payment was made as a grant – the terms of which are laid out in the Ministerial Decision and report linked below. The grant does not specify a return on investment and Treasury and Exchequer hold no further information in this regard.

Article 3 - Meaning of “information held by a public authority” 

For the purposes of this Law, information is held by a public authority if – 

(a)     it is held by the authority, otherwise than on behalf of another person; or 

(b)     it is held by another person on behalf of the authority. 

Article 23 - Information accessible to applicant by other means 

(1) Information is absolutely exempt information if it is reasonably available to the applicant, otherwise than under this Law, whether or not free of charge. 

(2) A scheduled public authority that refuses an application for information on this ground must make reasonable efforts to inform the applicant where the applicant may obtain the information. ​​
