I would like to request the following information for the most recent 12-month period available: 

A. How many people holding a Kenyan passport or passport issued by another African country are licensed to work in Jersey? 

B. Are those people entitled to bring family members with them? 

C. How many people in Jersey on a work licence from Kenya or another African Country, have brought family members with them? 

Response 

A.   
As of 19/11/2025 the number of African nationals with valid work permit permissions was: 
  • Skilled work permits 1068 African nationals (of which 233 Kenyan nationals) 
  • Temporary work permits 629 African nationals (of which 538 Kenyan nationals) 
B.   
Those on temporary work permits are not permitted to bring their family members to Jersey. 
  • Those on skilled work permits can bring their family members to live with them in Jersey but they must be able to adequately maintain and accommodate them without recourse to public funds. 
C.  
As of 19/11/2025 the number of African nationals with valid work permit dependant 
permissions was: 
  • Approximately 829 African nationals in Jersey as work permit dependants (of which 119 Kenyan nationals) 
Information is not configured or held in a way that allows the Scheduled Public Authority (SPA) to provide a breakdown of how many work permit holders have brought their dependants to Jersey and to respond to this request would require extraction and 
manipulation of data to produce new information.  An SPA is not required to manipulate and create new data sets; therefore, Article 3 of the Freedom of Information (Jersey) Law 2011 applies.

For the purposes of this Law, information is held by a public authority if – 
(a)     it is held by the authority, otherwise than on behalf of another person; or 
(b)     it is held by another person on behalf of the authority.
