The Minister is required under Article 38 of the Motor Traffic (Jersey) law 1935 to ensure that there is an adequate cab service, to assist in achieving this, there are conditions attached to taxicab licences

Driver and Vehicle Standards (DVS) use the requirements set out below, which provide the Minister with the relevant information when considering whether to recognise a new taxicab company. 

A recognised taxicab company should be able to provide a service 365 days of the year, with a variety of vehicles including those capable of providing a service to wheelchair users, children and individuals with disabilities, and provide a choice of drivers. 

Customers should be able to contact the company and request a taxicab in advance or for immediate hire. 

The company should be able to deal with customer requests and feedback immediately and effectively, invariably through a dispatch system or app. 

The company should also have an effective system of dealing with customer queries and complaints and record details of company operations. 

Health and safety policies should be in place to ensure the welfare of customers and operatives.

A person or persons seeking recognition from the Minister to provide a cab service should have a basic business plan to demonstrate how the company intends to operate and supply an adequate service to the Public of the Island.

A new company should provide a basic business plan which includes the following items.

a) Company name and, name and address of contact person

b) Company structure and vehicle details

c) An outline of the company's marketing plan

d) Customer service and satisfaction policy

e) Dispatch and booking plan

f) Information on record keeping and bookings

g) Information on proposed number of employed and affiliated drivers​
