As you might know, Portugal currently lists Jersey on its tax blacklist. Recently Hong Kong, Liechtenstein, and Uruguay have been removed via Ministerial Order 292/2025, following formal requests made by those jurisdictions under Article 63.º-D of the Portuguese General Tax Law, and supported by a positive technical assessment from the Portuguese Tax Authority. https://diariodarepublica.pt/dr/detalhe/portaria/292-2025-934278891
Jersey has a reputation as a leading, well-regulated international finance centre. There is also strong cultural ties between the island and Portugal. It seems unusual that Jersey would be blacklisted by Portugal.
Can I ask?
1. Has Jersey ever submitted a formal request to Portugal to be removed from the Blacklist (and if so, when was this done).
2. Are there plans to submit a request to be removed?
It seems unusual for a well-regulated finance centre and be blacklisted by somewhere we have such close ties with. It would be reassuring to know what’s being done about it, Especially considering other locations have been removed.
Response
1. The Minister for External Relations most recently submitted an official request for Jersey’s removal from Portugal’s list of jurisdictions with privileged tax regimes (“the blacklist”) through a letter dated 29 October 2025 addressed to His Excellency Nuno Brito, the Portuguese Ambassador to the United Kingdom. This correspondence was sent following the Ambassador’s visit to Jersey in June 2025, during which the Ambassador agreed to facilitate discussions with the relevant authorities in Lisbon to progress Jersey’s removal from the list.
2. As outlined above, a letter was sent to Ambassador Brito on 29 October 2025 from the Minister for External Relations requesting Jersey’s removal from the list. The Minister will continue to engage with the Portuguese Embassy on this matter.
