1) How old are the current boilers and detail the reason for replacement
2) Please advise what fuel is currently in use and what fossil fuel is to be used with the new boilers?
3) How does the proposed use of fossil fuels fit in with the Jersey Carbon Neutral Roadmap?
4) Has electricity been considered as the heating fuel, if not why not?
5) If electricity has been considered, then please list the types of applications considered and why they have been ruled out for this project. 

Response 

1) The existing 3 No Oil-fired boilers are 16 Years old (installed in August 2009)

Reason for replacement – Critical facility at the prison, equipment failure, lack of spare parts, unreliable and inefficient in operation.

2) The current fuel is heating oil served from the central storage system onsite, this is to remain as the fuel used.

3) There is the option of converting to HVO oil in the future.

4) Yes, Electricity has been considered during the feasibility stage (see comments in Q5)

5) Types of systems considered – ASHP, Water to Water HP's, electrode boilers. Unfortunately, the JEC network sector in this part of the island is at capacity and under seasonal restrictions (as advised by the JEC) so to increase demand by changing to electricity derived heating is a long-term aim requiring significant investment and disruption to this part of the island. Unfortunately, it cannot be delivered in the required timescale to mitigate the need to replace these boilers which serve 106 Cells, the gym and sports hall, all critical to the safe operation of the Prison.​​
