Junction Route Du Sud in St Ouen - Les Landes School end

I would like to know who authorised to extend the yellow line to 83ft from the junction and add another on the opposite side of the road (extending 86ft from junction) on Route Du Sud in St Ouen, at Les Landes School end.
What plan was documented in this decision procession to identify this as the chosen plan?
