It has been well publicised that HVR applications and approvals have increased recently mostly due to the actions of the UK labour government.
It is noted from the revised guidance issued in October 2023 that entitled status on economic and social grounds that the certain conditions will be applied (para 123).
Please can you provide the following information with regard to all dutiable transactions and consents issued, which have yet to transact, since October 2023.
In relation to freehold properties (if a freehold house) how many properties fell within the following dutiable ranges and please advise the amount of duty actually paid / due to be paid if the property concludes on the consent given.
Over £15,000,000
Between £10,000,000and £14,999,999
Between £6,000,000 and £9,999,999
Between £3,500,000 and £5,999,999
Less than £3,500,000
Apartments
Over £1,750,000
Less than £1,750,000
If any transactions / consents have been issued on properties below the agreed minimums of £3,500,000 / £1,750,000 please advise the justification for deviating from printed policy and how the shortfall in duty payable under the guidance will be recovered as it is noted that improvements / renovations / extensions are not subject to duty.
