In response to requests 1, 3 and 4.
As of 16th December 2025, across all General Practices, 10,137 people were members of the Health Access Scheme (HAS). These are unique individuals.
The number of HAS members by practice, percentage by practice and number per 100 practice population cannot be provided as some HAS members are not matched to a GP practice. Additionally, some members are matched to more than one practice, having chosen to register with multiple practices or having moved practices but have been retained on the original practice list by the Practice.
Due to 'no match' and 'duplicate match' accurate data could not be produced without undertaking individual record validation and applying further analysis.
Therefore, the remaining information requested is not held in a readily accessible format, as providing the requested breakdowns would require the manipulation of data. Under Article 3 of the Freedom of Information (Jersey) Law 2011, the Authority is only required to provide information that it holds and is not required to create new information or manipulate data to respond to a request.
In response to request 2
The average number of HAS patients per General Practitioner cannot be provided as the Authority does not hold information on whether a HAS member has a named GP and if so, which GP they consider to be their GP. Therefore, Article 3 of the Freedom of Information (Jersey) Law 2011 applies
