For each month from January 2020 to 2025 (to date), please provide:
Q1. Number of nurses and midwives recruited from outside the British Isles  
Q2. Number who started work in Jersey
Q3. Number who left Health and Care Jersey
Q4. Number whose previous employer was the UK NHS
Q5. Nationality of each individual in all of the above categories.

Unfortunately, we are unable to provide the level of detail requested for questions 4, and 5. This information is not recorded in a reportable format, and therefore Article 3 of the Freedom of Information (Jersey) Law 2011 applies.

We are, however, able to provide information in response to questions 1, 2 and 3.

Table 1 below shows the total number of Qualified Nurses and Midwives (NM) who joined Government employment on a Fixed-Term or Permanent Contract, for each of the months January 2020 – December 2025. The table also shows the number of Leavers for each month and by each contract type.

Table 2 below shows the number of employees out of the new starters in Table 1, who were in receipt of a relocation payment through payroll. The starters in Table 2 are not an addition to the figures in Table 1. The Government does not centrally record the country or jurisdiction from which an employee has relocated. It should also be noted that employees who relocate or commence employment from overseas without receiving a payroll processed relocation payment are not included in the figures, as this information is not held.

A starter is defined as someone who joins Government employment in an NM post. A leaver is defined as an NM employee who left Government employment as a whole. The data does not include anyone on a zero-hour contract, anyone who may have transferred to or from another Government department internally, or anyone who moved to or from a non-NM post (for example, from a nurse position to a civil servant position). FTC in the tables below refers to Fixed Term Contract, and PERM refers to Permanent Contracts.​

Article 3 - Meaning of “information held by a public authority"

For the purposes of this Law, information is held by a public authority if –

(a)     it is held by the authority, otherwise than on behalf of another person; or

(b)     it is held by another person on behalf of the authority. 

Article 25 - Personal information

(1) Information is absolutely exempt information if it constitutes personal data of which the applicant is the data subject as defined in the Data Protection (Jersey) Law 2018.

(2) Information is absolutely exempt information if –

(a) it constitutes personal data of which the applicant is not the data subject as defined in the Data Protection (Jersey) Law 2018; and

(b) its supply to a member of the public would contravene any of the data protection principles, as defined in that Law.​​
