Following the imposition of an additional life sentence on ex-Met Police Officer David Carrick in November 2025, I request clarity on the measures the States of Jersey Police are implementing or have implemented to ensure that all serving officers meet appropriate suitability standards. Specifically, I would like a detailed breakdown of vetting status across the force, including:

1. The total number of officers who have undergone and currently hold valid vetting;
2. The total number of officers whose vetting has been rescinded or cancelled; and
3. The total number of officers who do not presently hold valid vetting. 

Response 

The States of Jersey Police, working closely with UK Colleagues, ensure we continue to have a robust, fit for purpose vetting regime. On 22 November 2021, Lady Elish Angiolini KC was commissioned by then Home Secretary, Priti Patel, to conduct an independent inquiry to investigate how an off-duty police officer was able to abduct, rape and murder a member of the public. The findings and recommendations of this investigation are contained in the Part 1 report

Following the publication of the Part 1 report in February 2024, the States of Jersey Police reviewed all 18 recommendations and have been working to implement these over the last 18 months. In May 2025, the College of Policing released an updated Authorised Professional Practice on Vetting which incorporated the recommendations made by the Angiolini Inquiry and the outcome from the Judicial Review (Sergeant Lino Di Maria v Commissioner of the Metropolitan Police) in February 2025. Furthermore, in 2022 the States of Jersey Police commissioned an independent inspection into the Forces vetting and counter corruption practices. 

The implementation of the recommendations from both the Angiolini Inquiry Part 1 report and the 2022 inspection have been subject to the oversight of the Force Improvement Group which meets quarterly and is chaired by the Deputy Chief Officer. As of December 2025, all applicable recommendations from both reports have been implemented. Work continues in partnership with the College of Policing to ensure continual improvement across the vetting practice, with further CPD sessions planned for early 2026 with the force vetting department. 

In respect of question 1, a total of 195 serving officers hold current vetting clearances, in respect of question 2, no current officers have had their police vetting clearances withdrawn, and in respect of question 3, one current police officer does not hold a current police vetting clearance, a decision to award vetting clearance is pending a decision by the Chief Officer.​​
