Provide:
- the statistics of vehicles using the St Helier tunnel in central St Helier
- daily averages calculated from all traffic counts over the course of the year, for the last 5 years 

Response 

The statistics of vehicles using the St Helier tunnel in central St Helier are attached, however, data provided is not complete due to occasional technical issues with the automatic counter. As a result, further information is not held by the Scheduled Public Authority (SPA) therefore, Article 3 of the Freedom of Information (Jersey) Law 2011 applies.

Daily averages calculated from all traffic counts over the course of the year, for the last 5 years would require extraction and manipulation of data to produce new set of information.  A Scheduled Public Authority is not required to manipulate and create new data sets; therefore, Article 3 of the Freedom of Information (Jersey) Law 2011 applies.

For the purposes of this Law, information is held by a public authority if –

(a)     it is held by the authority, otherwise than on behalf of another person; or

(b)     it is held by another person on behalf of the authority.​​
