​Under the Freedom of Information (Jersey) Law 2011, I request the following information. I understand this data is held by Children, Young People, Education & Skills (CYPES), within the Student Finance and Skills Jersey teams.

Please provide the following for the last five academic years (e.g., 2019/20 to 2023/24): 

1.  For each academic year, please provide:

a) Total number of new Higher Education applications (HE1) submitted by Jersey residents.

b) Total number of continuing applications (HE2, HE3, etc.).

c) Breakdown of approved applications by study location/mode:

i) On-island higher education (e.g., Highlands College / University College Jersey

ii) Off-island (UK or overseas universities

iii) Distance learning / online (e.g., The Open University or other UK/overseas providers while living in Jersey)

d) Number of applications from mature students (aged 25+). 

2.  For each academic year, please provide:

a) Total number of Jersey residents enrolled in any Higher Education programme, whether or not they applied for Student Finance.

b) Breakdown by:

Age group (18–24, 25+) 

Full-time vs part-time study

Undergraduate vs postgraduate 

3.  For each academic year, please provide the number of Jersey residents who:

a) Stayed in Jersey to study HE.

b) Left the island to study HE in the UK or overseas.

c) Studied HE remotely from Jersey via online/distance-learning providers (e.g., Open University, UK universities, international providers).

Please specify school leavers (18-year-olds) separately from adult learners (25+). 

4.  Please provide:

a) ​Any data held by CYPES on the number of Jersey residents enrolled with The Open University (OU) in the period requested.

b) Any data on Jersey residents studying via other distance-learning providers (e.g., Arden, University of London Online, online-only degree programmes).

c) Whether the department receives Student Finance applications from OU/online learners and, if so, how many per year. 

5.  If held, please provide:

a) Completion/graduation numbers for Jersey residents studying HE over the same period.

b) Dropout/withdrawal rates for Jersey residents (on-island, off-island, and distance learners). 

If any part of this request cannot be supplied, please provide the data that is available along with an explanation.

Response

1.  a) The table below represents the total number of new Higher Education applications (HE1) submitted by Jersey residents to student finance in the relevant academic years:

Information in relation to the academic year 2019/2020 is not held Therefore Article 3 of the Freedom of Information (Jersey) Law 2011 applies.

b)  The table below represents the total number of continuing applications (HE2, HE3) submitted by Jersey residents to student finance in the relevant academic years: 

c)  The table below represents the breakdown of approved applications by study location/mode:

i) On-island higher education (e.g., Highlands College / University College Jersey)

ii) Off-island (UK or overseas universities)

iii) Distance learning / online (e.g., The Open University or other UK/overseas providers while living in Jersey).

The data is only available for those who have applied for funding via Student Finance. 

The department do not hold data for individuals who apply for distance learning that is not with the Open University or for those who do not apply for funding from Student Finance. Therefore Article 3 of the Freedom of Information (Jersey) Law 2011 applies. 

d)  The table below represents the number of applications from mature students (aged 25+). This category is classed by Student Finance as Independent Students.

This data is only available for those who have applied for funding via Student Finance.

Student Finance Data

These age categories are classed by Student Finance as Dependent and Independent Students respectively. 

Highlands College Data

Highlands College collates data for the age ranges as set out in the table below. 

ii)  Full-time vs part-time study 

Student Finance Data

A full data set of the split between Full or Part time students was not recorded in its entirety between 2020 and 2024, therefore Article 3 of the Freedom of Information (Jersey) Law 2011 is applied. The total for those who cannot be split are shown in the column 'Full or Part time'. 

Highlands College Data

Part time numbers are inclusive of Higher Apprenticeship and Education, except where marked with * as this data is not available for these academic years. Article 3 of the Freedom of Information (Jersey) Law 2011 is applied. 

iii)  Undergraduate vs postgraduate 

Student Finance Data

Level of study was not recorded in full in 2020-2024. Some information is not held and is shown in the column below as 'Undergraduate or Postgraduate'. Article 3 of the Freedom of Information (Jersey) Law 2011 is applied. 

Highlands College Data

Highlands College only provide undergraduate courses and not postgraduate courses. The table below represents the total number or Jersey residents enrolled in Undergraduate courses at Highlands College in the academic years requested: 

3.  The tables below represent the number of Jersey residents who:

a)  Stayed in Jersey to study Higher Education. 

​b)  Left the island to study Higher Education in the UK or overseas. 

The breakdown of this data into the age ranges specified is not available, therefore Article 3 of the Freedom of Information (Jersey) Law 2011 is applied. 

4.  a) The table below represents the data held by CYPES on the number of Jersey residents enrolled with The Open University (OU) in the period requested. 

​b)  Information in relation to Jersey Students studying via other distance learning providers is not recorded. Therefore Article 3 of the Freedom of Information (Jersey) Law 2011 is applied.

c)  The table below represents the number of Student Finance applications from Open University.
