Under the Freedom of Information (Jersey) Law 2011, I request the following information regarding the Community Use Monitoring Programme and the Service Level Agreement (SLA) between the Government of Jersey and Strive (Jersey Sports Academy) from 2021 to the present:
1. Utilization Breakdown: Of the ~3,500 hours reported as used in the last 12 months (as stated by the Minister for Economic Development in October 2025), please provide a breakdown of these hours by:
Category of use (e.g., Primary School PE, Secondary School PE, Elite Academy Training, Community Group Use).
The specific number of unique schools that accessed the facility during this period.
2. Non-Usage & Refusals: Please provide any recorded correspondence or "decline" notifications from Jersey schools or community groups that were offered free hours at Strive but chose not to utilize them. Specifically, I am looking for the recorded reasons for non-usage (e.g., logistical barriers, cost of transport, or lack of suitability for the standard curriculum).
3. Qualitative Performance and Feedback:
Please provide copies of any formal feedback, reviews, or "end-of-term" reports submitted by participating schools regarding the suitability and quality of the training/facilities for non-elite, general PE students.
Please provide any internal government reviews or assessments (even if informal/ad-hoc) that evaluate whether the "Elite" environment of Strive acts as a barrier to participation for students who do not identify as "athletes."
4. Nutritional & Educational Delivery: As part of the community benefit, Strive committed to educational resources. Please provide the total number of students who have completed the "Health for Life" or nutritional education modules at the facility and any data held regarding the effectiveness/outcomes of these programs.
Response
1. CYPES holds information in relation to school related use of the facilities at Strive. Some Government of Jersey Schools have used the facilities at Strive, the hours have been provided, where recorded, in the table below.
School | Number of Hours in 2025 |
Grainville (Secondary) | 41 (1 hour per school week) |
Haute Vallee (Secondary) | 41 (1 hour per school week) |
Le Passerelle (Specialist) | Used, hours not recorded |
Mont a L'Abbe (Specialist) | Used, hours not recorded |
Victoria College (Secondary) | 8 |
CYPES do not hold information in relation to Elite Academy Training or Community Hours. Therefore Article 3 of the Freedom of Information (Jersey) Law 2011 is applied.
2. Although not formally recorded, Schools have cited the following reasons for not using the free hours offered:
- Clashes with school timetables
- Transport and Logistics
- Other users booked in advance (including other schools)
- Cost of transport
3. None of the Government of Jersey schools hold any formal feedback, reviews, or "end-of-term" reports.
CYPES do not hold any internal government reviews or assessments (even if informal/ad-hoc) that evaluate whether the "Elite" environment of Strive acts as a barrier to participation for students who do not identify as "athletes." Therefore Article 3 of the Freedom of Information (Jersey) Law 2011 is applied.
4. 16 students have completed the "Health for Life" or nutritional education modules at the facility.
Data is not currently held regarding the effectiveness/outcomes of this programme. Article 3 of the Freedom of Information (Jersey) Law 2011 is applied.
