Provide: 

A list of all requests to departmental Chief Officers for an exemption to the recruitment freeze, including the Job Title for each role and whether approval for an exemption was agreed or not for the role. 

For those roles approved at Chief Officer level, which were then declined when assessed by the CEO or Chief People Officer or States Employment Board? 

Response

The table below sets out all requests submitted to departmental Chief Officers (COs) for an exemption to the recruitment freeze and therefore outlines requests for permission to externally advertise and recruit to vacancies. The data covers requests made between 26 June 2025 and 18 December 2025 and includes both fixed-term and permanent roles. Data prior to this period is not available, as outlined in FOI 719445670.

The data in the table excludes Zero Hour and Intern roles and positions that were not subject to the recruitment freeze. The data therefore excludes essential roles along with Civil Service Grade 8 and below roles (or equivalent) which were not subject to the recruitment freeze during this period. 

Please note, the purpose of the freeze is to discourage hiring where practicable in line with the policy. Data relates to requests for an exemption and therefore does not include roles where recruitment was completely avoided due to the freeze. It also excludes cases where a request was submitted but rejected before reaching Chief Officer approval.
