On 23 September 2025, the SOJP stated in the Jersey Evening Post that the formal misconduct hearing of two officers had taken place and was subject to an ongoing appeal. 

1. Please confirm whether the appeal process has concluded. If so, please provide the date the appeal concluded, and the outcome of the appeal, including any findings, sanctions, or determinations recorded. 

2. In the same article, and with reference to FOI Request 733186991, it was stated that the cost of the investigation was pending receipt of final invoices from Devon and Cornwall Police and from local advocates providing advice. Please provide the final total cost of the complaint process, including: 

- the investigation phase 

- legal advice obtained (internal and external) 

- any costs arising from the appeal process 

- any internal costs recorded or held by the States of Jersey Police, including but not limited to Officer and staff time, overtime, internal charge-out rates (where recorded), administrative, management, or departmental overheads attributed to this matter. 

- internal cost summaries, management accounting documents, or finance reports held in relation to these costs. 

If any part of the requested information is considered exempt, please provide the remainder of the document with redactions applied and specify the statutory basis relied upon for each exemption. 

If no records of internal costs or time recording are held in relation to this matter, please confirm this explicitly.

States of Jersey Police can confirm that the appeal process was concluded on 16th January 2026. Information relating to the outcome of the appeal, including any findings, sanctions, or determinations recorded, cannot be provided as disclosure of this information would reveal personal data relating to identifiable individuals. Article 25 of the Freedom of Information (Jersey) Law 2011 has been applied, and this part of the request is refused.

States of Jersey Police can confirm that the final cost of the investigation is

£125,084.14.

Please see the attached table showing the final cost of the investigation which includes external legal fees. There are no costs associated with internal legal advice. Therefore, States of Jersey Police do not hold this information. Article 3 of the Freedom of Information (Jersey) Law 2011 applies, and this part of the request is refused.

Article 3 - Meaning of “information held by a public authority”

For the purposes of this Law, information is held by a public authority if –

(a) it is held by the authority, otherwise than on behalf of another person; or

(b) it is held by another person on behalf of the authority.

(2) Information is absolutely exempt information if –

(a) it constitutes personal data of which the applicant is not the data subject as defined in the Data Protection (Jersey) Law 2018; and

(b) its supply to a member of the public would contravene any of the data protection principles, as defined in that Law.
