I request the following information for each of the financial years 2020, 2021, 2022, 2023, 2024 and 2025 (to date):
The expenditure on travel and accommodation costs incurred by Children's Services staff in connection with visiting children and young people placed in off-island residential care, including flights, ferry, hotels and subsistence.
The total expenditure on travel and accommodation costs, including flights, ferry, hotels and subsistence, incurred by the statutory independent advocacy services to children and young people placed off-island.
Response
We are unable to extract specific costs in relation to travel and accommodation incurred by Children’s Services staff in connection with visiting children and young people placed in off-island residential care, including flights, ferry, hotels and subsistence, as the data is not category coded at the point of collection therefore Article 3 of the Freedom of Information (Jersey) Law 2011 is applied.
We cannot provide the information in regard to expenditure incurred by statutory independent advocacy services as they are third-party providers, external to the Government of Jersey, therefore we do not hold this information and Article 3 of the Freedom of Information (Jersey) Law 2011 is applied.
Article 3 - Meaning of “information held by a public authority”
For the purposes of this Law, information is held by a public authority if –
(a) it is held by the authority, otherwise than on behalf of another person; or
(b) it is held by another person on behalf of the authority.
