The States of Jersey Prison Service development plan for HMP La Moye, specifically concerning the originally proposed “Outworkers” or pre-release facility (Phase 8) and any subsequent modification or replacement of that proposal. Please provide the following information:
1. Confirmation as to whether the originally proposed Outworkers / pre-release facility (Phase 8) has been formally superseded, cancelled, or materially altered.
2. Copies of any business cases, option appraisals, feasibility studies, ministerial briefings, internal reports, or decision papers that:
a. Considered modification or replacement of the Outworkers facility.
b. Set out the rationale for the change.
c. Compared the original proposal with any revised or replacement proposal.
3. Details of any cost comparison between:
a. The original Outworkers facility proposal (including projected capital and operational costs), and
b. The revised development (including hospitality training, café facilities, demolition works, or other alternative provision).
4. Any documented assessment of:
a. The expected rehabilitation outcomes of the original Outworkers model.
b. The expected rehabilitation outcomes of the revised facility.
c. Any projected impact on reoffending rates, employment outcomes upon release, or community reintegration.
d. The impact on prisoners ability to resettle successfully back into society - Original v Revised plan.
5. Any evaluation, modelling, or analysis undertaken to assess the benefits to the Island under:
a. The original plan, and
b. The revised plan, including any cost–benefit or social value assessments.
6. The total design, consultancy, architectural, or advisory costs incurred in relation to:
a. The original Outworkers facility proposal, and
b. The subsequent revised or replacement scheme.
7. Any Scrutiny Panel correspondence, comments, or submissions received regarding the removal or alteration of the Outworkers facility.
Response
It has been estimated that to provide the information requested would exceed the 12.5 hours allowed for Freedom of Information responses in accordance with Regulation 2 (1) of the Freedom of Information (Costs) (Jersey) Regulations 2014. Article 16 of the Freedom of Information (Jersey) Law 2011 has therefore been applied.

Article 16 - A scheduled public authority may refuse to supply information if cost excessive
(1) A scheduled public authority that has been requested to supply information may refuse to supply the information if it estimates that the cost of doing so would exceed an amount determined in the manner prescribed by Regulations.
(2) Despite paragraph (1), a scheduled public authority may still supply the information requested on payment to it of a fee determined by the authority in the manner prescribed by Regulations for the purposes of this Article.
(3) Regulations may provide that, in such circumstances as the Regulations prescribe, if two or more requests for information are made to a scheduled public authority –
(a) by one person; or
(b) by different persons who appear to the scheduled public authority to be acting in concert or in pursuance of a campaign, the estimated cost of complying with any of the requests is to be taken to be the estimated total cost of complying with all of them.
