FOI Request: Awareness of Dog Trust Insurance Cancellation Prior to Legislation Enforcement 1. Was any representative of the Jersey government — including the Constables’ Committee, States Vet, or Scrutiny Panel chaired by Hilary Jeune — informed by Dog Trust UK or any UK government body before 31 December 2025 that Dog Trust would be discontinuing third-party liability insurance for XL-type dogs in near future?
2. Was there a risk assessment done on the potential stresses and strains on Dog's Trust by dumping potentially 10's of thousands of dogs on their lap? Was there any communication between any member of Jersey's Government and counterparts in the UK particularity concerning any difficulties Dog's Trust may have coping with c. 60 000 extra dogs practically overnight? Please answer yes or no. If yes, please specify which body or official was informed and the date of notification. I do not request documents, only a factual summary. The States Vet was not informed by Dog Trust UK or any UK government body before 31 December 2025 that Dog Trust would be discontinuing third-party liability insurance for XL-type dogs in near future.
Data relating to the Constables’ Committee or the Scrutiny Panel is not held by the Scheduled Public Authority (SPA), therefore Article 3 of the Freedom of Information (Jersey) Law 2011 applies.

The SPA does not hold any information relating to whether the Dogs Trust had done a formal risk assessment, therefore Article 3 of the Freedom of Information (Jersey) Law 2011 applies.
Due to the volume of records and associated documents, it would not be possible to confirm if any communication between any member of the SPA and counterparts in the UK particularity concerning any difficulties Dog's Trust may have coping with c. 60 000 extra dogs within the 12.5 hours allowed for Freedom of Information responses in accordance with Regulation 2 (1) of the Freedom of Information (Costs) (Jersey) Regulations 2014. Article 16 of the Freedom of Information (Jersey) Law 2011 has therefore been applied.

Article 3 - Meaning of “information held by a public authority”
For the purposes of this Law, information is held by a public authority if –
(a) it is held by the authority, otherwise than on behalf of another person; or
(b) it is held by another person on behalf of the authority.

(1) A scheduled public authority that has been requested to supply information may refuse to supply the information if it estimates that the cost of doing so would exceed an amount determined in the manner prescribed by Regulations.[2]
(2) Despite paragraph (1), a scheduled public authority may still supply the information requested on payment to it of a fee determined by the authority in the manner prescribed by Regulations for the purposes of this Article.
(3) Regulations may provide that, in such circumstances as the Regulations prescribe, if two or more requests for information are made to a scheduled public authority –
(a) by one person; or
(b) by different persons who appear to the scheduled public authority to be acting in concert or in pursuance of a campaign,
the estimated cost of complying with any of the requests is to be taken to be the estimated total cost of complying with all of them.
