  • 45 fresh IVF cycles were publicly funded. This does not include self-funded (private) fresh IVF cycles.
  • 12 frozen embryo transfers were publicly funded. This does not include self-funded (private) frozen embryo transfers.

Health and Care Jersey (HCJ) has historically reported figures for all IVF cycles supported via the Assisted Reproduction Unit on the basis that, prior to 2025, IVF was a self-funded service (i.e. the patient paid) which was publicly subsidised (self-funding IVF patients received drugs, scans and blood tests for free, including associated nurse care).

From January 2025, IVF provision has been separated into publicly funded IVF provision (as reported above) and wholly self-funded IVF provision delivered on a private patient basis; any self-funded IVF falls under the remit of individual private practice, rather than a public service delivered through HCJ.

Figures for self-funded publicly subsidised fresh IVF cycles and frozen embryo transfers undertaken in 2022 and 2023 are:

As information is available elsewhere, Article 23 of the Freedom of Information (Jersey) Law 2011 has been applied.

£351,374 of the £620,000 budget in 2025 for publicly funded IVF provision. This does not include staff costs incurred in the delivery of publicly funded IVF provision in 2025.

Overhead costs associated with treatment and service provision, including drugs, pathology services, etc., are not allocated on a cycle-by-cycle basis, and therefore, average cycle costs for publicly funded fresh IVF and frozen embryo transfers are not provided.

The attached table details the breakdown of the total costs incurred in delivering the 45 publicly funded fresh IVF cycles and 18 publicly funded frozen embryo transfers through 2025. This does not include staff costs.

Private healthcare providers are charged for the use of HCJ resources in the provision of their private service (for example, use of rooms, operating theatres and equipment). The total income to the public purse in 2025 in relation to private IVF provision was £1,895.

Income generated into the public purse from private healthcare providers is allocated to HCJ’s central budget to reduce the overall tax burden in providing public HCJ services; it is not allocated directly to the equivalent public service budget (i.e. income to the public purse from private IVF provision is not provided exclusively to the Assisted Reproduction Unit).

(1) Information is absolutely exempt information if it is reasonably available to the applicant, otherwise than under this Law, whether or not free of charge. 

(2) A scheduled public authority that refuses an application for information on this ground must make reasonable efforts to inform the applicant where the applicant may obtain the information.
