Can you please advise on the rentals charged per unit available within the Fort Regent Piazza area only? Can you please indicate the basis of calculation on these rents and explain any disparity in costs between same size units? Names or details of lessors/concessions not required.

Can you please advise the total of available parking spaces and how many parking spaces within the Fort Regent ditches (east ditch) are made available to staff and also for concessionaires?

The information which can be disclosed is as follows:

In recent years rental agreements for the Fort Regent Piazza area have been calculated as follows:

  • £18 per square foot for retail space
  • £14 per square foot for office and other space
  • £10 per square foot for storage and services (toilets and kitchen) space

Many existing rental agreements comprise a combination of the above.

Standard discounts are normally offered in initial negotiations:

  • 25 percent for the first two years of operation if the proposed tenant is a new business
  • up to 15 percent if there is a problem with water ingress or damp that cannot easily be resolved

We may also discuss and negotiate additional free rental periods, or a lower rent for a specified period, if the tenant agrees to invest in permanent fixtures and fittings that add value to the space, for example improved electrics, lighting, plumbing, air-conditioning, if these fixtures are to remain in place after the tenant vacates.

There are also concession agreements in place in the Piazza, where some operators provide services for the centre, for example the caterer and Playzone operator. These tenants receive discount on the square foot prices indicated above, on the basis that they are providing a service to the centre.

Details of individual rental agreements are exempt under Article 33(b) of the Freedom of Information (Jersey) Law 2011 and are therefore withheld. See exemption details below:

Information is qualified exempt information if – (b) its disclosure would, or would be likely to, prejudice the commercial interests of a person (including the scheduled public authority holding the information).

306 parking spaces are available at Fort Regent.

Tenant Parking Permits

Currently 53 in issue. The policy is to issue one permit per unit rented to tenants for use at Fort Regent. Some regular users also get a permit if they have a regular commitment to Fort Regent, ie renting spaces by the hour for more than five hours a week on average, during weekdays. 

These permits can be used in the areas known as ditches (excluding the ten minute drop off area), behind the white gates on a first come first served basis. Some tenants have additional parking permits issued if these were negotiated and agreed as part of their tenancy agreements.    

Staff Parking Permits

Currently 73 parking permits are in issue to Economic Development, Tourism Sport and Culture (EDTSC) Sport Division Staff who are required to work at Fort Regent for part, or all of their working week. These permits are only valid when the person is required to park at the centre in the course of their duties.
