Please clarify what is meant by ""Which routes have travellers on concessionary fares because the bus is full?""

Q2 may also need to be updated depending upon the clarification to Q1. 

Customer clarification 

For instance X12, 7.00 to Weighbridge has to put up full sign because there are too many concessionary passengers on board. For too many, say over 10. Or whatever the Minister thinks is an appropriate figure to fit with his statement.
