Provide the following information held regarding students from Jersey who leave the Island to study Visual Arts or Creative Arts subjects at degree level and their return to Jersey for employment. If available, provide the following information covering the last 5–10 years. 

-The number of Jersey students funded or recorded as leaving the Island to study degree subjects in:​

Photography 

Fine Art 

Graphic Design 

Illustration 

Film / Media 

Visual Arts 

Creative Arts or related subjects 

- The number of these students who returned to Jersey after completing their degree. 

- Any available information on the employment sectors of returning graduates, particularly: 

Photography 

Design 

Marketing 

Media 

Creative industries 

Freelance / self-employed creative work 

- Any reports, data, or statistics held regarding skills shortages or workforce demand in the creative industries in Jersey 

- Any data on the number of people employed in the creative industries or visual arts sector in Jersey

Response

1. Information in relation to the numbers of students studying degree subjects as requested is supplied in the table attached. Student Finance data is held under the heading of Creative Arts and Design, all courses fitting into these categories were then filtered to provide the data as requested for:

Photography 

Fine Art 

Graphic Design 

Illustration 

Film / Media 

Visual Arts 

Creative Arts

Due to low numbers, the information has been collated into these groups for all courses in each academic year to prevent the identification of individuals.

Additionally, where numbers are fewer than five, disclosure control is applied to avoid identification of individuals. Article 25 of the Freedom of Information (Jersey) Law 2011 has been applied.

CYPES only hold data for those students who apply through Student Finance. This may not capture all students from Jersey studying in these areas if they are self-funded.

2. Information in relation to students returning to Jersey after completing their studies is not held by Student Finance or CYPES. Article 3 of the Freedom of Information (Jersey) Law 2011 is applied.

3. CYPES does not hold any reports, data, or statistics regarding skills shortages or workforce demand in the creative industries in Jersey. Article 3 of the Freedom of Information (Jersey) Law 2011 is applied.

4. CYPES does not hold information in relation to employment in the creative industries or visual arts sector in Jersey. Article 3 of the Freedom of Information (Jersey) Law 2011 is applied.

Articles Applied

Article 3 - Meaning of “information held by a public authority”

For the purposes of this Law, information is held by a public authority if –

(a) it is held by the authority, otherwise than on behalf of another person; or

(b) it is held by another person on behalf of the authority.

Article 25 - Personal information

(1) Information is absolutely exempt information if it constitutes personal data of which the applicant is the data subject as defined in the Data Protection (Jersey) Law 2018.

(2) Information is absolutely exempt information if –

(a) it constitutes personal data of which the applicant is not the data subject as defined in the Data Protection (Jersey) Law 2018; and

(b) its supply to a member of the public would contravene any of the data protection principles, as defined in that Law.

(3) In determining for the purposes of this Article whether the lawfulness principle in Article 8(1)(a) of the Data Protection (Jersey) Law 2018​ would be contravened by the disclosure of information, paragraph 5(1) of Schedule 2 to that Law (legitimate interests) is to be read as if sub-paragraph (b) (which disapplies the provision where the controller is a public authority) were omitted.​
