I would like an analysis of number of planned elective surgeries that were cancelled on the day of surgery analysed as follows: 

1)

a) States of Jersey error 

with sub categories (e.g. wrong letter/instructions sent, ran out of theatre time, specialised equipment not available, cancelled due to emergency surgery taking precedence)

b) Patient error 

with sub categories (e.g. did not attend, no overnight carer available) 

2) The above analysis by type of surgery specialty. 

This to also include surgeries actually completed in the year. 

If possible, an estimate of cost of surgeries included as a column in the analysis (with an explanation as to what is included in the cost and how calculated). 

This information to be provided for calendar years 2024 and 2025. 

Please could you also explain whether this data or something similar is currently being monitored and reported, and explain how this is done in practice and who is reviewing the reported data.

Figures for elective surgeries cancelled on the planned surgery date in 2024 and 2025, as per the request criteria, are detailed in the attached tables:

The information is taken from the Theatres dashboard, and is monitored / reviewed in the Surgical Care Group and reported to the Senior Leadership Team.

Theatre activity for procedures completed across the two years is summarised below, for context:

2024

Total procedures completed: 11,807

  • ​Emergency procedures: 1,609
  • Elective / non-emergency procedures: 10,198

2025

Total procedures completed: 12,574

  • ​Emergency procedures: 1,730
  • Elective / non-emergency procedures: 10,844

These figures show cancellations of non-emergency treatment on the day represented 8.4% of Health and Care Jersey’s total scheduled theatre activity in 2024 and this has reduced to 5.8% of scheduled theatre activity in 2025.

Data published for NHS England shows that cancellations of non-emergency treatment in the 24 hours beforehand equates to approximately 10% of procedures scheduled; this follows research by University College London (published in April 2026) which examined NHS England’s treatment activity and cancellations in November 2024, showing 9.9% of scheduled activity was cancelled within 24 hours of non-emergency treatment:
