Following the DES - Digital Education Strategy consultation / review dated October 2022 produced by ANNE CASEY EDUCATION(ACE) LIMITED. Please could you tell me the outcomes of all 5 Working Groups set up to respond to the recommendations made in this consultation. Please also tell me how much of the money, that was set aside for these working groups, has been spent and on what.
Finally when did the operational body formed as a result of this consultation, JADE, Jersey Association for Digital Education, last come together and provide any support, as outlined in the consultation, to any schools.
Response
The published Digital Education Strategy proposed a Digital Learning Ecosystem for Jersey. It also proposed the Jersey Association for Digital Education (JADE) as the mechanism to bring together schools, Government and relevant partners to support digital education priorities. The strategy included recommendations relating to curriculum support, digital inclusion, technical architecture and governance, employer and partnership engagement, and a Jersey Learning Hub or shared platform approach.
Five working groups were established in response to the recommendations. The outcomes recorded for those working groups are set out below.

1. Digital Curriculum
| The group was established to consider how schools could be supported, where required, to strengthen curriculum delivery through appropriate use of digital tools, resources and approaches. Initial discussions took place, including links to the DES roadmap, a primary pilot with Plat Douet, the Arts Strategy, and emerging artificial intelligence policy for education. The outcome was therefore not the production of a separate digital curriculum, but the identification of areas where digital support could assist curriculum development and delivery in schools. No separate final curriculum framework or implementation programme was produced through this working group. The work was subsequently absorbed into wider digital education prioritisation and policy work.

2. Digital Inclusion
| The group was established to consider equitable access to digital resources, including support for learners with special educational needs and disabilities, neurodiverse learners, non-attendees, learners affected by the digital divide, and home learning. Priority areas were identified, including access to devices, use of a digital capabilities framework, learning platform requirements, and focused practitioner training to support inclusive practice. The group did not produce a separately funded final implementation programme. The themes identified continue to inform later work on inclusion, assistive technology, device access and digital strategy.

3. Technical Governance
| The group was established to consider the infrastructure, technical standards, demand management and governance arrangements needed to support digital education. Its work helped identify the need for stronger infrastructure governance, prioritisation, resilience, technical standards and design authority. However, the JADE working group structure was not retained as the delivery mechanism. This work has since moved into revised stakeholder and governance arrangements focused on infrastructure, cyber security, service delivery and prioritisation.

4. JADE / Digital Learning Ecosystem governance
| JADE was established as the operational body proposed by the DES. Its intended purpose was to provide coordination between schools, Government, Digital Jersey and other partners. JADE met formally, but it was later agreed that the JADE working group model no longer aligned with current digital priorities. The final formal JADE working group meeting took place on 22 April 2024.

5. Jersey Learning Hub / wider digital education and partnership work
| The DES included recommendations around a Jersey Learning Hub, shared resources, school support, employer engagement and digital skills pathways. Work was considered through the JADE structure, but no separate funded platform or final delivery product was completed through this working group. These areas have instead been taken forward, where relevant, through other stakeholder meetings and digital education planning rather than through JADE.

Funding and Spend
No dedicated money was set aside specifically for the five working groups established in response to the DES recommendations.
As no specific working group budget was allocated, no expenditure was made from a dedicated working group budget. There is therefore no itemised working group spend to report.
JADE meetings and school support
The last formal JADE working group meeting recorded was held on 22 April 2024.
Following a review of the working group structure, it was agreed on 8 May 2024 that the JADE working groups no longer reflected the most effective way to support current digital education priorities. The JADE working group model was therefore not continued in its original form.
Since then, digital education priorities have been taken forward through revised stakeholder and governance arrangements, with a stronger focus on strategic planning, delivery, operational need and prioritisation. These arrangements continue to provide the route through which digital education matters, including support required by schools, are considered.
