Response

Information on the number of learners undertaking STEM qualifications at Level 3 and above, locally and in the United Kingdom (UK), and split by qualification type and subject, can be found in the two attachments. Information regarding learner numbers internationally is not held by CYPES and therefore Article 3 of the Freedom of Information (Jersey) Law 2011 is applied.

Attachment 1 data has been derived from exam result datasets, rather than entries/ teaching data which is not held centrally by CYPES.

Results are reported for students aged 16-18 in the year that student completes Key Stage 5 study, however qualifications may have been taken and achieved in a previous year.

Where a student has achieved more than one qualification of the same subject discount group, only one has been counted.

Where numbers are fewer than five, disclosure control is applied to avoid identification of

individuals. Article 25 of the Freedom of Information (Jersey) Law 2011 has been applied.

Attachment 2 provides information from the Higher Education Statistics Agency (HESA) for students of all ages attending universities within the United Kingdom, whose address prior to the start of the course was in Jersey. HESA provide a comprehensive overview of all Jersey students studying in the UK (regardless of fee status), which is not otherwise available to Government of Jersey.

The data covers all years of study, i.e. Foundation and Years 1-6.

As per HESA licence conditions, numbers have been rounded to the nearest 5 in Appendix 2.

HESA datasets are generally published around 18 months in arrears, reflecting the complexity of data collection, validation, and quality assurance processes. CYPES is currently awaiting the 2023/2024 dataset, which has been ordered, and the 2024/2025 dataset is expected to be available from January 2027. Article 3 of the Freedom of Information (Jersey) Law 2011 is applied.

Article 3 - Meaning of “information held by a public authority”

For the purposes of this Law, information is held by a public authority if –

(a) it is held by the authority, otherwise than on behalf of another person; or

(b) it is held by another person on behalf of the authority.

Article 25 - Personal information

(1) Information is absolutely exempt information if it constitutes personal data of which the applicant is the data subject as defined in the Data Protection (Jersey) Law 2018.

(2) Information is absolutely exempt information if –

(a) it constitutes personal data of which the applicant is not the data subject as defined in the Data Protection (Jersey) Law 2018; and

(b) its supply to a member of the public would contravene any of the data protection principles, as defined in that Law.

(3) In determining for the purposes of this Article whether the lawfulness principle in Article 8(1)(a) of the Data Protection (Jersey) Law 2018​ would be contravened by the disclosure of information, paragraph 5(1) of Schedule 2 to that Law (legitimate interests) is to be read as if sub-paragraph (b) (which disapplies the provision where the controller is a public authority) were omitted.​
