Any correspondence, in whatever form, between Landscape Officer at the Department of Infrastructure and Environment, Leah Bliss, and Planning Officer Sarah Jones regarding outline planning applications for the STRIVE hotel and conference centre in St Peter covered by planning applications P/2025/0774 and P/2026/10666 between 1 August 2025 and 5 May 2026. 

Any correspondence, in whatever form, between the Chief Economic Adviser, Government of Jersey, Tom Holvey, and Planning Officer Sarah Jones regarding outline planning applications for the STRIVE hotel and conference centre in St Peter covered by planning applications P/2025/0774 and P/2026/10666 between 1 August 2025 and 5 May 2026. 

Any correspondence, in whatever form, between the Government of Jersey Economic Team and Planning Officer Sarah Jones regarding outline planning applications for the STRIVE hotel and conference centre in St Peter covered by planning application P/2026/10666 between 19 November 2025 and 5 May 2026. 

In preparation for the submission of a second outline planning application for the STRIVE Hotel and Conference Centre in St Peter (P/2026/10666) a document described as ‘Interim Written Advice’ containing a summary produced by the Department of Infrastructure and Environment of meetings between the Planning Department and the applicant (Ben Harvey/SDJ Limited and its agents Axis Mason and HD Planning & Design Limited) on 14, 19 and 27 November (on the issue of scale and mass), 26 November and 11 December (Transport & Highways), 3 December (Principle of use), 11 December (Economic Benefits), and 17 December (Environmental Impact Assessment). 

Pre-application advice PA/2025/10418 issued to the applicant (Ben Harvey/SDJ Limited and its agents Axis Mason and HD Planning & Design Limited) by the Department of Infrastructure and Environment on 19 December 2025 in respect of a second application for the STRIVE Hotel and Conference Centre (which application would later be registered as P/2026/10666).

Response

Initial searches conducted meant that it was estimated that to locate, extract and review correspondence to find the requested information would take significantly longer than 12.5 hours in accordance with Regulation 2 (1) of the Freedom of Information (Costs) (Jersey) Regulations 2014, therefore, Article 16 Applies.

A Schedule Public Authority (SPA) that has been requested to supply information may refuse to supply the information if it estimates that the cost of doing so would exceed an amount determined in the manner prescribed by Regulations.

16 A scheduled public authority may refuse to supply information if cost excessive

(1) A scheduled public authority that has been requested to supply information may refuse to supply the information if it estimates that the cost of doing so would exceed an amount determined in the manner prescribed by Regulations.[2]

(2) Despite paragraph (1), a scheduled public authority may still supply the information requested on payment to it of a fee determined by the authority in the manner prescribed by Regulations for the purposes of this Article.

(3) Regulations may provide that, in such circumstances as the Regulations prescribe, if two or more requests for information are made to a scheduled public authority –

(a) by one person; or

(b) by different persons who appear to the scheduled public authority to be acting in concert or in pursuance of a campaign, the estimated cost of complying with any of the requests is to be taken to be the estimated total cost of complying with all of them.

Article 25 - Personal information

(1) Information is absolutely exempt information if it constitutes personal data of which the applicant is the data subject as defined in the Data Protection (Jersey) Law 2018.

(2) Information is absolutely exempt information if –

(a) it constitutes personal data of which the applicant is not the data subject as defined in the Data Protection (Jersey) Law 2018; and

(b) its supply to a member of the public would contravene any of the data protection principles, as defined in that Law.​
