May I ask the following: 

1. For each year since 2022, how many civil servants have been employed with jobs including “diversity”, “inclusion”, “equality”, “equity”, “wellbeing”, “race” “racial”, “racism” in their job title or main duties?

2. Please list the total staff cost of these roles for each year including salary band and department. 

3. For each year since 2022, how many civil servants have been employed with jobs which include “climate”, “carbon”, “net zero” or “sustainability” in their job title or main duties? Please provide salary band and department. 

4. How much has been spent from 2022 to 2025 on external diversity, inclusion, wellbeing, climate or sustainability consultants? 

5. How much has been spent from 2022 to 2025 on training courses which include “diversity”, “inclusion”, “equality”, “equity”, “wellbeing”, “race”, “racial”, “racism” workshops or away-days? Please provide a detailed breakdown of each course and the cost.

Table 1 below identifies the number of civil service post titles recorded in our people information system that include the words specified in question 1. There are no posts recorded in our people information system where the post title contained the words ‘equity’, ‘equality’, ‘race’, ‘racial’ or ‘racism’.

Q2.

Table 2 below identifies the total staff cost and civil service grade by department, for each post title identified in table 1, Q1 above. Total staff cost given includes salary paid for the year plus employers' pension and social security contributions. The pay scale for civil service grades is publicly available on Gov.je GD Civil Service pay scales pay scales.pdf​ , therefore Article 23 of the Freedom of Information (Jersey) Law 2011 has been applied.

Note, where more than one person is appointed to one post title, at the same grade, in the same department the costs have been added together and listed as one entry.

It is not possible to provide the requested information as it is not held by People Services. Article 3 of the Freedom of Information (Jersey) Law 2011 applies.

Q5.

For the purposes of answering this question the attached document ‘Training courses and workshops provided 2022 to 2025, includes courses and workshops recorded on our people information systems. This includes events run or commissioned by the People Services, Learning and Development team, Wellbeing team and by the DEI networks for the period 2022 to 2025. We have listed all sessions where the title of the sessions or where we are aware that the content includes a subject relevant to the words listed in Q5. The total amount spent for the period was £46,562.55.

Articles applied:

Article 3 - Meaning of “information held by a public authority”

For the purposes of this Law, information is held by a public authority if –

(a) it is held by the authority, otherwise than on behalf of another person; or

(b) it is held by another person on behalf of the authority.

Article 23 – Information accessible to applicant by other means

(1) Information is absolutely exempt information if it is reasonably available to the applicant, otherwise than under this Law, whether or not free of charge.

(2) A scheduled public authority that refuses an application for information on this ground must make reasonable efforts to inform the applicant where the applicant may obtain the information.
