2. Please confirm the number of government-owned residential properties at Valley Close, St Saviour including the number of bedrooms in each property.

3. Please advise how many of the properties in 1 and 2 above are:

A) empty; 

B) let to licensed keyworkers; 

C) let to locals with housing qualifications; 

D) let to non-licensed keyworkers.

4. Please advise if these properties are let to keyworkers at below market rents.

5. Please advise if the government pays tax on the rental income from the properties in 1 and 2 above.

The data represents a snapshot in time. Properties are primarily vacant due to ongoing refurbishment programmes and routine changeover periods, which allow for cleaning, maintenance, and necessary repairs to be undertaken.

The rental income derived from these properties is not taxable – Article 115(c) Income Tax (Jersey ) Law 1961 ; exempts “any income derived by the States or any parish from their own property”

Data prior to 2024 is not held in a reportable format; therefore, Article 3 of the Freedom of Information (Jersey) Law 2011 applies.

From January 2024 onwards, information is held within the current Property Management system. Based on available records, between January 2024 and May 2026, two tenancies of locally qualified residents were terminated. These terminations were associated with the implementation of the Priority Key Role Policy.

Under this policy, occupants are not permitted to remain in accommodation for longer than one year. Where this period was exceeded, licences to occupy were given notice, and where necessary, various extensions were provided in exceptional circumstances to support tenants sourcing alternative accommodation.
