Please provide the following recorded information relating to Microsoft Azure or public cloud infrastructure services for the most recently completed financial year only:

1. The total annual spend on Microsoft Azure.

2. A copy of the most recent report, dashboard, or management information pack presented to senior management or governance boards relating to cloud expenditure or cloud cost optimisation.

3. The title and date of the most recent internal audit, review, or assurance activity relating to cloud cost management or cloud financial governance (a summary or redacted copy is acceptable).

4. Confirmation of whether the organisation currently uses any tooling or processes to identify:

- unused or orphaned cloud resources

- reserved capacity utilisation

- licensing optimisation such as Azure Hybrid Benefit (a simple yes/no response is sufficient).

5. The date when cloud cost optimisation or financial governance was last formally reviewed by senior management.

Response

1.The total annual spend on Microsoft Azure by the Government of Jersey for the 2025 financial year (01 January 2025 to 31 December 2025) was £4,210,539.79.

2.The SPA does not hold any reports, dashboards, or management information packs relating to cloud expenditure or cloud cost optimization. Article 3 of the Freedom of Information (Jersey) Law 2011 is applied.

3.The SPA does not hold information internal audits, reviews, or assurance activity relating cloud cost management or cloud financial governance. Article 3 of the Freedom of Information (Jersey) Law 2011 is applied.

4.The Government of Jersey can confirm tooling or processes are in place for cloud cost management for the following:

  • ​Identification of unused or orphaned cloud resources
  • Monitoring of reserved capacity utilisation
  • Licensing optimisation (e.g. Azure Hybrid Benefit)

5.Cloud cost optimisation or financial governance was last formally reviewed by Senior Management on 1st May 2026.

For the purposes of this Law, information is held by a public authority if –

(a) it is held by the authority, otherwise than on behalf of another person; or

(b) it is held by another person on behalf of the authority.
