Clarification requested:

The Government of Jersey does not have a technical application called ‘SAP Connect Asset

Management’. Could the requester clarify whether they mean ‘Connect Assets’, a

Government of Jersey branded module of the enterprise resource planning platform, or the

specific SAP application(s) or product(s) that supports that module?

Clarification received:

I believe government use an enterprise software called SAP. My questions refers specifically

to the GoJ branded module called 'Connect Assets', which GoJ maintenance departments

use to manage their maintenance responsibilities.

Response

1.No new departments were planned to be moved, or have moved to Connect Assets since

2023.

Question 2

The allocation of users per department at 11th March 2026:​

account holder with access to the Connect Assets module.

3. All departments that were in scope to use Connect Assets have access to use it.

4. The SPA does not hold information on why the departments are not using the new

5. The SPA does not hold information on when leadership plan to move all departments on to

SAP Connect Asset Management.

For the purposes of this Law, information is held by a public authority if –

Internal Review Request

I can’t believe I have waited three months to receive such vague and evasive responses to what are quite simple questions.

Question 1: You responded by saying that no new departments have moved, or plan to move, to Connect Assets. I didn’t ask that. I asked how many departments have moved to Connect Assets since 2023, wasn’t this the year the system was implemented. Why not simply answer the question that was asked?

Question 3: You answered that those departments in scope have access to it. I never asked who has access to it. I asked how many departments were meant to move to Connect Assets, as I have it on good authority that Property Holdings, CYPES and Health were meant to move but did not.

Question 7: You say you do not have this information. However, in response to Question 6, you confirmed the cost was £10 million. I asked how much it will now cost to move the remaining departments onto Connect Assets.

I would appreciate direct answers to the questions that were asked please. I would like to implement an internal review

Internal Review Response

This internal review has been conducted by an official of appropriate seniority who has not been involved in the original decision. As part of their review, they will be expected to understand the reasons behind the original response, impartially determine whether the response should be revised, and how so, considering the request and the information held, any relevant exemptions, or other relevant matters under the Law.

The Internal Review Panel was asked to review the original response and confirm the following: Does the FOI request relate to a body to which the Law applies, or information held by a body covered by the Law?

If the answer is no, all the other questions are not applicable. Further questions if above is a yes:

i. Was the right information searched for and reviewed?

ii. Was the information supplied appropriately?

iii. Was information appropriately withheld in accordance with the articles applied and were the public interest test/ prejudice test properly applied?

Following discussion, it was agreed by the Panel that the decision was upheld however a further article was to now be applied to Q3.
