Clarification request 

Please can you clarify what is meant by ‘streets are maintained’, are you referring to street cleaning i.e. which streets are cleaned by the government.

‘Street are maintained’ refers specifically to street (and pavement) cleaning, sweeping & pavement washing,

I understand that some streets are the responsibility of the parish & some are the responsibility of the government.

Response

1a 

The Scheduled Public Authority (SPA) has contracted the Parish of St Helier (POSH) to maintain the streets in St Helier that are under the ownership of the Government of Jersey, therefore, no streets are maintained by the SPA except as detailed below. 

The SPA wash the tunnel quarterly; however, the sweeping is carried out by POSH. 

1b 

The contract referenced in the response to question 1a has an output driven specification (agreed standard), which is not governed by frequency, therefore the SPA does not hold the requested information and Article 3 of the Freedom of Information (Jersey) Law applies.

As detailed in the response to question 1b, the SPA does not hold information regarding the frequency of the street cleaning, therefore they are unable to compare any changes in frequency over the last 15 years, therefore, Article 3 of the Freedom of Information (Jersey) Law applies.

2a, 2b and 2c 

The requested information regarding parish roads is not held by the SPA, therefore, Article 3 of the Freedom of Information (Jersey) Law 2011 applies.
