Also please state how long the non permanent status parents have been in Jersey before they became parents

Please can you also give me the information about the children and their status in Jersey if one or both parents are not registered entitled permanently. What rights do the children have are they legally entitled to a British passport as they are born in Jersey​

The information requested for annual birth data according to parental residential status and details of non-permanent resident parents’ country of origin and time living in Jersey prior to their child’s birth cannot be identified from records held by Health and Care Jersey (HCJ). Therefore, Article 3 of the Freedom of Information (Jersey) Law 2011 applies.

As noted in the Freedom of Information response of September 2025 Number of births to immigrants living less than 5 years in Jersey from 2019 to 2024, although a field is available in the Electronic Patient Record for residential status, this cannot be reported as it was recorded at the time of an historic interaction, such as a birth. Information in this field is updated manually as and when the Department is advised of a change and so cannot be considered reflective of current residential status nor a person’s residential status at the time of their child’s birth.​

Similarly, the requested information is not available from records of births registered with the Office of the Superintendent Registrar which are used by HCJ’s Public Health directorate to produce statistical annual reports on births.

As this information is available elsewhere, Article 23 of the Freedom of Information (Jersey) Law 2011 has been applied.​

Article 3 Meaning of “information held by a pu​​blic authority”

For the purposes of this Law, information is held by a public authority if:

(a) it is held by the authority, otherwise than on behalf of another person; or

(b) it is held by another person on behalf of the authority

Article 23 Information accessible to applica​​nt by other means

(1) Information is absolutely exempt information if it is reasonably available to the applicant, otherwise than under this Law, whether or not free of charge.

(2) A scheduled public authority that refuses an application for information on this ground must make reasonable efforts to inform the applicant where the applicant may obtain the information.
