Breakdown of severance payments made to retiring States Members

Simon Crowcroft and Geoff Southern have received ex-gratia payments for over 20 years service, of £40,587.50 and £28,650 respectively on stepping down. 

I would like to see the workings out of the calculations which gave rise to this, and not just the basis on which this was done. In other words, the principles and how the calculations were done not just an end amount.

Response 

The States Members referenced received the following payments -

The payment of loss-of-office compensation was made in accordance with the 2023 determination of the States Members’ Remuneration Reviewer​ (see pages 24 and 25). In accordance with Articles 44 and 44A of the States of Jersey Law 2005, the Reviewer’s determination for remuneration must be implemented. In relation to loss-of-office compensation payments following the most recent elections, the Remuneration Reviewer determined the following –

“States Members who either:

a. Stand unsuccessfully for election to the States Assembly as either Constable orDeputy in any constituency or parish and on the day before the date of the electionhave two or more years’ continuous service as a States Member in their most recentperiod of service in any constituency or parish; or

b. Have, or would have, 19 or more years’ continuous service as a States Member intheir most recent period of service on 1 January 2026 and remain a States Member onthe day before the date of the election, regardless of whether they are a candidate atthat election,

shall be entitled to receive one month’s salary per four years of continuous service in their most recent period of service.”

That is consequently the calculation that has been applied in respect of all eligible departing Members.

To provide an example – Connétable Crowcroft held his post for 29 years and 5 months, therefore the calculation was undertaken as follows –

29years / 4 = 7.25

1/12*5 [required to present 5 months as a fraction of a unit] / 4 = 0.104167

= 7.354167

*Monthly salary of £4,989.56

= £36,694.06
