I'm seeking information on IT and digital expenditure within CYPES. Specifically, I'm looking for details and clarity on:

1. A list of technical services (also known as 'hosted services', 'websites' or 'apps' - e.g. Google Classroom) that are currently deployed as learning resources across Jersey. Data being sought: name of provider, location of data processing, vendor terms and conditions (link is fine), vendor privacy policy (link is fine), subscription cost, subscription duration (e.g. monthly, annually), subscription type (e.g. free, recurring subscription, one-time purchase), contract start date, contract end date, contract type, contracted support and maintenance costs (charged separately to subscription), date of approval for use by CYPES, next date of review of contract.

2. A technical strategy document or similar that governs how services on this list are identified, reviewed, approved and deployed.

3. A copy of the Data Protection Impact Assessments for each service or grouping.

4. A breakdown of the types of feedback from students, parents and the wider community (a grouping indicating feedback themes) that relate to this list for use in school or as homework aids. Additionally, volume of feedback items received on a quarterly basis.

Response

The Scheduled Public Authority (SPA) manages requests for digital tools which are to be deployed as learning resources across Government of Jersey education settings. This requires those settings to request the review of all new digital tools via the internal Departmental Digital Safeguarding Resource Overview (DDSRO) online form which contains the Data Protection Impact Assessment (DPIA).

1. The table in Attachment 1 provides a list of all the requested digital tools that are currently approved for use as learning resources across Government of Jersey education settings. This process has been in place since September 2022 and has gone through several iterations. The attachment supplies the information where this has been extractable from the system. We have supplied the following details; some fields may be missing where they have not aligned during the extract:

Main Website

The SPA does not hold a list of technical services deployed or digital tools requested prior to September 2022 therefore Article 3 of the Freedom of Information (Jersey) Law 2011 is applied.

The following requested information is not held in an extractable format, in order to provide the information, each product entry would require interrogation and extraction of the information requested which would take in excess of 12.5 hours and therefore Article 16 of the Freedom of Information (Jersey) Law 2011 is applied:

Location of data processing

Subscription cost

Subscription duration

Subscription type

Contract start date

Contract end date

Contract type

Contracted support and maintenance costs

Date of approval for use by CYPES

2. The SPA does not have a technical strategy document or similar that governs how services on this list are identified, reviewed, approved and deployed. Please see the above description of the process. Article 3 of the Freedom of Information (Jersey) Law 2011 is applied.

The Digital Safeguarding & Technology Use Policy, under which responsibilities are set out with regard to infrastructure and network security can be found at this link: https://www.gov.je/SiteCollectionDocuments/Education/P%20Digital%20Safeguarding%20and%20Technology%20Use%2020251124%20ELH.pdf.

3. The SPA are not able to provide all of the Data Protection Impact Assessments (DPIAs) for each service as they are not held in an extractible format. In order to provide the DPIAs, data would require interrogation and manipulation and would exceed the time allowed under Article 16 of the Freedom of Information (Jersey) Law 2011.

4. The SPA does not hold information in relation to feedback from students, parents and the wider community, that relate to this list for use in school or as homework aids. Article 3 of the Freedom of Information (Jersey) Law 2011 is applied.
