Response

Questions 1, 2, 5 and 6:

The information requested is publicly available within the States of Jersey Annual Report and Accounts 2025 (pages 285 and 286).

Accordingly, Article 23 of the Freedom of Information (Jersey) Law 2011 has been applied.

Questions 3 and 4:

Under the Long-term Care Scheme, individuals with certain levels of assets may be required to contribute towards their own care costs before Long-Term Care Fund support becomes payable.

Information about the scheme, including eligibility and contributions is available on the Gov.je website.

Long-Term Care benefits are paid up to the standard rate of care. Care providers may charge rates above this amount and, where this occurs, individuals may be required to meet the difference themselves. As a result, the amount paid privately by individuals will vary depending on their personal circumstances and the rates charged by their care provider.

The Department does not hold information on the total amount contributed by individuals towards their long-term care costs from their own assets or income, nor does it hold any estimate of those costs. Article 3 of the Freedom of Information (Jersey) Law 2011 therefore applies.

Question 7:

The information requested is publicly available in the Long Term Care Fund Actuarial review (R.95/2023).

Accordingly, Article 23 of the Freedom of Information (Jersey) Law 2011 has been applied.

Exemptions applied:

Article 3 - Meaning of “information held by a public authority”

For the purposes of this Law, information is held by a public authority if –

(a) it is held by the authority, otherwise than on behalf of another person; or

(b) it is held by another person on behalf of the authority.

Article 23 - Information accessible to applicant by other means

(1) Information is absolutely exempt information if it is reasonably available to the applicant, otherwise than under this Law, whether or not free of charge.

(2) A scheduled public authority that refuses an application for information on this ground must make reasonable efforts to inform the applicant where the applicant may obtain the information.
