Under the Freedom of Information (Jersey) Law 2011, I would like to request the following information relating to Health and Care Jersey (HCJ):
The number of formal requests for flexible working submitted by HCJ employees in each of the last five complete calendar years, and the year to date.
Of these requests, how many were:
Approved in full
Approved with modifications
Refused
Withdrawn by the employee
Where available, a breakdown of requests by staff group or department.
The most common reasons for refusal of flexible working requests.
Response
Records of flexible working applications made by Health and Care Jersey (HCJ) employees and the outcome of these are not available to report, as these are not recorded centrally by the Department.
Flexible working arrangements are agreed and managed at ward, department or business area level, in consideration of the staffing needs within those areas. The majority of flexible working arrangements within HCJ will be informal, as described on www.gov.je. Shift-worker rosters are completed in advance, giving employees opportunity to request specific shifts on an ad-hoc basis to manage work and life commitments. Short-term flexible working may also be agreed informally for time periods to support employee health, as required.
Managers are encouraged to effectively communicate with their staff to ensure they can try to accommodate and approve requests for flexible working wherever possible, with regular reviews of any formal arrangements to ensure these remain appropriate for the staff member.
Where a formal request for flexible working is refused, the Flexible working policy for public servants directs that People Hub should be informed. Data on formal applications for flexible working that have been refused may be available through People Services, where this service area sits.
Freedom of Information requests to other Scheduled Public Authorities can be submitted via the online form at About Freedom of Information (FOI) and how to make a request.
