Response

States of Jersey Ambulance Service

Article 3 of the Freedom of Information (Jersey) Law 2011 defines when information is considered to be held by a public authority. Justice and Home Affairs has determined that it does not hold the information requested for the States of Jersey Ambulance Service, therefore Article 3 has been applied.

The information may be held by Health and Care Jersey in relation to the States of Jersey Ambulance Service. You may wish to submit this part of your request to:

States of Jersey Fire and Rescue Service

The States of Jersey Fire and Rescue Service does not record the following as primary-cause incident categories within its incident-recording system:

drugs;

alcohol;

sexual assault;

domestic violence; or

homelessness.

A search of the relevant information held by the States of Jersey Fire and Rescue Service did not identify recorded statistics from which the requested annual figures for these categories could be produced.

The States of Jersey Fire and Rescue Service does not maintain a general incident category for “mental health”. It does, however, hold figures for incidents classified as:

suicide;

attempted suicide; or

threats of suicide.

These figures have been provided as the closest available recorded information relevant to the mental-health category specified in the request.

The figures should not be interpreted as representing every Fire and Rescue Service attendance involving mental-health circumstances. They are limited to incidents recorded under the three suicide-related classifications listed above.

The figures for incidents involving females aged 16 to 65 between 2019 and 2025 are shown below.

Statistical disclosure controls

The exact figures relate to very small numbers of incidents involving suicide, attempted suicide or threats of suicide.

The request contains a combination of specific characteristics, including:

females only;

a defined age range;

sensitive suicide-related incidents;

figures broken down by individual year; and

a relatively small island population.

In Jersey’s small population, details of some incidents may already be known through local knowledge, media reporting or other publicly available information. Disclosing the exact annual figures, when combined with the specified sex, age range, year and incident classification, could allow information to be linked to an identifiable individual.

The information would reveal or confirm highly sensitive personal information concerning that individual. Disclosure of the exact figures to the public would therefore contravene the data protection principles.

Article 25(2) of the Freedom of Information (Jersey) Law 2011 applies to the exact figures.

To provide as much information as possible while reducing the risk of individuals being identified, figures below five have been suppressed and shown as “<5”.

Articles applied

Article 3: Meaning of “information held by a public authority”

For the purposes of this Law, information is held by a public authority if:

(a) it is held by the authority, otherwise than on behalf of another person; or

(b) it is held by another person on behalf of the authority.

Article 25: Personal information

(2) Information is absolutely exempt information if:

(a) it constitutes personal data of which the applicant is not the data subject, as defined in the Data Protection (Jersey) Law 2018; and

(b) its supply to a member of the public would contravene any of the data protection principles, as defined in that Law.

(3) In determining for the purposes of this Article whether the lawfulness principle in Article 8(1)(a) of the Data Protection (Jersey) Law 2018 would be contravened by the disclosure of information, paragraph 5(1) of Schedule 2 to that Law is to be read as if sub-paragraph (b) were omitted.
