Dear FOI Team,

Under the Freedom of Information (Jersey) Law 2011, I am requesting information regarding the administration and outcome of the talent pool established following the 2025 Jersey Customs and Immigration Service (JCIS) Trainee Officer recruitment process.

Following the response to FOI reference 851673585, which confirmed that two (2) candidates were placed into the 2025 JCIS talent pool, please provide the following information:

1. How many individuals from this two-person talent pool were subsequently:

a. offered a JCIS Trainee Officer (or equivalent) post; and

b. appointed to such a post?

2. On what date(s) were any offers of employment made from this talent pool?

3. Did the 2025 talent pool formally expire, close or otherwise cease to operate?

* If so, on what date?

* Was the closure automatic under an existing policy or the result of a specific decision?

4. Were candidates remaining in the talent pool formally notified when it expired or closed?

* If so, on what date(s)?

* If not, please confirm this.

5. During the lifetime of the talent pool:

a. Could candidates be removed from the talent pool before it expired?

b. If so, under what circumstances?

c. What policy, procedure or guidance governed the removal of candidates from a recruitment talent pool?

d. Who had the authority to make such a decision?

6. Please confirm whether, during 2025–2026, any candidate was removed from the 2025 JCIS talent pool before its formal expiry.

* If so, how many candidates were removed?

* For each removal, please provide the recorded category of reason (for example, withdrawal by the candidate, failure of pre-employment checks, acceptance of another role, administrative decision or other category), without identifying any individual.

7. Please provide the policy, procedure or guidance in force during 2025–2026 relating to:

a. the establishment and duration of recruitment talent pools;

b. the removal of candidates from talent pools;

c. notification of candidates when a talent pool expires or closes; and

d. whether candidates in an existing talent pool should be considered before a new recruitment exercise

is undertaken.

I am not requesting the identity or personal information of any candidate. Please provide the information in an anonymised form where necessary.

Kind regards,

Response

1.

a. 1 person was offered a Customs & Immigration Services Trainee Officer post.

b. 1 person was appointed to the post.

2. The offer of employment was approved by the Customs & Immigration Services Management Team on 20 April 2026. The candidate was contacted and offered the position on 21 April 2026.

3. A talent pool was established in April 2025 for selected candidates. The standard Government of Jersey policy position is that talent pool details may be held for up to six months. Permission was sought to extend this talent pool beyond that period, and it was open for one year. The talent pool expired and closed at the end of April 2026. The closure followed the agreed duration of the extended talent pool.

4. Candidates remaining in the talent pool were not formally notified when the pool expired or closed. Therefore, the above is confirmation.

5.

a. Yes

b. Candidates could be removed if they became ineligible for the role or voluntarily withdrew from the process. No other removal categories have been identified in the information held.

c. The relevant policy is the Government of Jersey Recruitment and Selection policy. It sets out the position on use and retention of talent pool details, including that details may be held for up to six months. The policy does not contain a separate detailed provision specifically governing removal from a talent pool before expiry.

d. The recruiting manager with the Justice and Home Affairs Human Resources Business Partner.

6. No candidate was removed from the 2025 Customs & Immigration Services talent pool before its formal expiry. As no removals took place, no categories of removal reason are held.

7.

a. The information relating to the establishment and duration of recruitment talent pools is publicly available in the Government of Jersey Recruitment and Selection policy, under the section ‘Accessing Jersey Public Services talent pool.’ This confirms that, with the candidate’s agreement, hiring managers may keep the details of an interviewed applicant who was appointable but not selected, and that these details may be held for up to six months. Therefore, Article 23 of the Freedom of Information (Jersey) Law 2011 applies.

b. The Government of Jersey Recruitment and Selection policy does not contain a separate provision governing the removal of candidates from a recruitment talent pool before expiry. No further recorded policy, procedure or guidance has been identified for this point.

c. The Government of Jersey Recruitment and Selection policy does not contain a provision requiring candidates to be formally notified when a talent pool expires or closes. No further recorded policy, procedure or guidance has been identified for this point.

d. The Government of Jersey Recruitment and Selection policy states that, within the six-month period, candidates may be offered the same role without further selection activity, subject to authority to recruit, funding, vacancy requirements, and organisational needs. The policy does not state that candidates in an existing talent pool must be considered before a new recruitment exercise is undertaken, and no further recorded policy, procedure or guidance has been identified for that specific requirement.
