With regard to the Future Hospital, could you please provide me with the following information?
Once the initial 40 sites had been identified, what was the process followed in site selection?
Can you please confirm that all sites were fully scoped and, if not, why not?
Can you please provide me with all documentation on all scoping done on the following sites, including all emails from and to the project team, planning officers, ministers and other interested parties?

Sites were scoped differently depending on the stage that they reached.
The initial list of potential sites was screened by a group of Officers against a set of requirements listed on page 78 of the Appendix to the Strategic Outline Case (SOC) on the future hospital website.

- the 14 sites that progressed to the long-list were then analysed and scored by a technical consultant, following gathering of technical information on each of those sites. The outcome of this exercise is detailed on pages 83 to 215 of the document above
- only sites that reached the short-listing stage were subject to more detailed consideration. High level site development proposals were prepared and costed.
These reports are all available on the Future Hospital website Documents section with details regarding specific sites in answer 'C' below.
It is not possible to provide all emails from and to the project team, planning officers, ministers and other interested parties with regard to site scoping as it is estimated it would exceed 12.5 hours to collate the information. For this reason the Scheduled Public Authority has determined that this information is exempt under Article 16 of the Freedom of Information (Jersey) Law 2011.
Article 16 A scheduled public authority may refuse to supply information if cost excessive
(1) A scheduled public authority that has been requested to supply information may refuse to supply the information if it estimates that the cost of doing so would exceed an amount determined in the manner prescribed by Regulations.
Regulation 2 (1) of the Freedom of Information (Costs) (Jersey) Regulations 2014 allows an authority to refuse a request for information where the estimated cost of dealing with the request would exceed the specified amount of the cost limit of £500. This is the estimated cost of one person spending 12.5 working hours in determining whether the department holds the information, locating, retrieving and extracting the information.
