Covid-19 Related Emergency Support Scheme (CRESS): Extension

A formal published “Ministerial Decision” is required as a record of the decision of a Minister (or an Assistant Minister where they have delegated authority) as they exercise their responsibilities and powers.

Ministers are elected by the States Assembly and have legal responsibilities and powers as “corporation sole” under the States of Jersey Law 2005 by virtue of their office and in their areas of responsibility, including entering into agreements, and under any legislation conferring on them powers.

An accurate record of “Ministerial Decisions” is vital to effective governance, including:

  • demonstrating that good governance, and clear lines of accountability and authority, are in place around decisions-making – including the reasons and basis on which a decision is made, and the action required to implement a decision

  • providing a record of decisions and actions that will be available for examination by States Members, and Panels and Committees of the States Assembly; the public, organisations, and the media; and as a historical record and point of reference for the conduct of public affairs

Ministers are individually accountable to the States Assembly, including for the actions of the departments and agencies which discharge their responsibilities.

The Freedom of Information Law (Jersey) Law 2011 is used as a guide when determining what information is be published. While there is a presumption toward publication to support of transparency and accountability, detailed information may not be published if, for example, it would constitute a breach of data protection, or disclosure would prejudice commercial interest.

Subject: Covid-19 Related Emergency Support Scheme (CRESS) extension

Decision(s): The Minister for Social Security has approved an extension to the Covid-19 Related Emergency Support Scheme (CRESS) which provides weekly payments to workers living in Jersey who have lost employment income due to the Covid-19 emergency and have not lived in Jersey long enough to claim Income support.   The Scheme has been extended from its original closure date of 30 June 2020 to run til 31 August 2020. The Minister reserves the right to review and if necessary, revise, these dates in line with prevailing advice and guidance in respect of travel restrictions to and from the Island.

Reason(s) for Decision: The Minister for Social Security previously agreed to review the scheme regularly and would take a view on whether it should be extended beyond the end of June. The Social Security Minister having reviewed the scheme has agreed for a reasonable extension to CRESS.

 

Resource Implications: The cost of the CRESS scheme for the initial 13 weeks was estimated at £710,000 based on 400 claimants.  The funding was agreed to be provided by a non-recurring allocation from the General Reserve in 2020 of up to £710,000 to CLS. Extending CRESS up until 31 August 2020 has an estimated additional cost of £200,000 to £250,000; due to an underspend from the original forecast the total estimated costs remain within the original CRESS budget. Administration is completed from within existing CLS resources.

Action required: Senior Policy Officer to publish revised guidelines for the Covid-19 Related Emergency Support Scheme (CRESS). CLS Group Director Customer Operations to administer claims in line with policy guidelines.
