Policy Considerations (What are the presumptions) In accordance with NR12, telecommunications development will normally be permitted where: (i) siting and design will not unreasonably affect the character and amenity of the area; (ii) all practicable possibilities of sharing facilities have been fully explored and found to be unfeasible or unacceptable by the Minister; (iii) there would be no unacceptable impact on residential amenity; (iv) the proposal is in accordance with other principles and policies of the Plan. Siting and Design The application proposes a replica telegraph pole installation along the edge of the Hockey Club along a line of mature evergreen trees. There will be limited public visibility of this installation. There will limited impact to the general public, with the users of the Hockey Club being the most directly affected. The proposal was originally submitted in the location of the Hockey Club car park, but it was considered that due to the lack of any significant vegetation in this area, the visual impact would be great. It was requested by the case officer to explore the opportunities of erecting the equipment on the roof top of the Rugby Club or re-locating a telegraph pole design near the line of mature trees. The option of locating the equipment on the Rugby Club was discounted as the nature of the roof was not able to support the equipment required and there were no gables without windows to attach the equipment to. Therefore the other option of re-locating the telegraph pole within the line of mature trees was pursued. The proposed location of the cabinets is acceptable as there will be minimal visual impact from surrounding public areas. Conditions are recommended to ensure the cabinets are coloured to reduce any visual impact. Due to the significant mature vegetation immediately surrounding this installation, it is considered that further landscaping is not required. Site Sharing The necessity of this site is to provide coverage that was lost due to the relocation of another site and to provide indoor coverage to the local area. There are two existing Jersey Telecom sites nearby, being at the Airport Radar and a ground base site along Rue de Vignes. The site at Rue de Vignes was recently approved to be relocated closer to Beamount Hill at the request of the land owner, however this relocation reduced coverage to the west. The antennae at the Airport are at the maximum, therefore further modifications or additional antennae at the Airport will still not achieve coverage to the area of the Rugby and Hockey Clubs. The cell coverage plans identify a significant reduction in coverage around the Rugby and Hockey Clubs and since coverage cannot be achieved from other base stations, the necessity of this site has been justified. There are no other existing structures or masts in the cell coverage area. The closest installation of another operator is a site for Airtel at Le Route de L’Aleval, however this site is on the edge of the cell coverage area for Jersey Telecom and does not achieve coverage to the Rugby and Hockey Clubs. Therefore, this option is discounted and there are no other opportunities to site share (being both mast sharing and co-location) within the subject area. Residential Amenity There will be limited impact to residential amenity from this installation. The nearest residential property is 200 metres from the installation to the east. The visual impact is low and there are no other impacts to residential amenity such as traffic, noise, pollution, light, overbearing, overshadowing or overlooking. Other Policies of the Plan The proposal is in accordance with the other policies of the Island Plan. |
