Integrated Children's Centre: Budget and 1.33 FTE Post to Education, Sport and Culture

A formal published “Ministerial Decision” is required as a record of the decision of a Minister (or an Assistant Minister where they have delegated authority) as they exercise their responsibilities and powers.

Ministers are elected by the States Assembly and have legal responsibilities and powers as “corporation sole” under the States of Jersey Law 2005 by virtue of their office and in their areas of responsibility, including entering into agreements, and under any legislation conferring on them powers.

An accurate record of “Ministerial Decisions” is vital to effective governance, including:

  • demonstrating that good governance, and clear lines of accountability and authority, are in place around decisions-making – including the reasons and basis on which a decision is made, and the action required to implement a decision

  • providing a record of decisions and actions that will be available for examination by States Members, and Panels and Committees of the States Assembly; the public, organisations, and the media; and as a historical record and point of reference for the conduct of public affairs

Ministers are individually accountable to the States Assembly, including for the actions of the departments and agencies which discharge their responsibilities.

The Freedom of Information Law (Jersey) Law 2011 is used as a guide when determining what information is be published. While there is a presumption toward publication to support of transparency and accountability, detailed information may not be published if, for example, it would constitute a breach of data protection, or disclosure would prejudice commercial interest.

Subject:  Transfer allocated resources from Health and Social Services (H&SS) to Education Sport & Culture (ESC) to ensure the delivery of an integrated Children’s Centre.

 

Decision(s): The Minister agreed to transfer the recurring budget of £60,000 (including 1.33 fte) from a Health and Social Services (H&SS) revenue head of expenditure to an Education Sport & Culture (ESC) revenue head of expenditure to ensure the delivery of an integrated Children Centre, as detailed in the attached report.

 

Reason(s) for Decision: This budget transfer is required as a contribution towards the cost of a children centre co-ordinator (0.33 fte) and parent engagement officer (1.00 fte) who will both work from the Children Centre. This is part of the proposals set out in P82/2012 Health and Social Services: A new way forward. The funding will be transferred from this budget.

 

Resource Implications: The Health and Social Services Department revenue head of expenditure to decrease by £60,000 and Education, Sport and Culture revenue head of expenditure to increase by the same amount. This decision does not change the total amount of expenditure approved by the States.  This transfer will be reflected in the next Medium Term Financial Plan 2016-2019.

 

Action required: The Director of Finance and Information to inform the Department for Education, Sport and Culture that the decision has been signed. The Director of Finance and Information to forward a copy of the signed decision to the Treasury & Resources department and request the necessary approval for the budget transfer.
