Victoria College and Preparatory School: Fees for 2017 - 2018: Approval

A formal published “Ministerial Decision” is required as a record of the decision of a Minister (or an Assistant Minister where they have delegated authority) as they exercise their responsibilities and powers.

Ministers are elected by the States Assembly and have legal responsibilities and powers as “corporation sole” under the States of Jersey Law 2005 by virtue of their office and in their areas of responsibility, including entering into agreements, and under any legislation conferring on them powers.

An accurate record of “Ministerial Decisions” is vital to effective governance, including:

  • demonstrating that good governance, and clear lines of accountability and authority, are in place around decisions-making – including the reasons and basis on which a decision is made, and the action required to implement a decision

  • providing a record of decisions and actions that will be available for examination by States Members, and Panels and Committees of the States Assembly; the public, organisations, and the media; and as a historical record and point of reference for the conduct of public affairs

Ministers are individually accountable to the States Assembly, including for the actions of the departments and agencies which discharge their responsibilities.

The Freedom of Information Law (Jersey) Law 2011 is used as a guide when determining what information is be published. While there is a presumption toward publication to support of transparency and accountability, detailed information may not be published if, for example, it would constitute a breach of data protection, or disclosure would prejudice commercial interest.

Subject:  Victoria College (“VC”) and Victoria College Preparatory (“VCP”) - Request to approve an increase of school fees for the academic year 2017-2018

Decision(s): The Minister approved the increase in fees for the 2017-18 academic year as proposed by the governing body of VC as follows:

  • VC an increase of 4.07% to £1,842 per term
  • VCP an increase of 3.99% to £1,826 per term

The Minister also approved an increase in the fee for hiring the Great Hall (for weddings and functions) from £1,900 to £2,200 (15.8% increase) per event with immediate effect.

 

The Minister in approving this decision requests that the long term (5 year) plan be presented to him once available.

Reason(s) for Decision:   

To meet the requirements of Article 13a of the Education (Jersey) Law 1999 and Financial Direction 4.1 “Increases in States Fees and Charges”. Paragraph 5.2 states: “The Anti-Inflation Strategy states that increases in States fees and charges should be limited to 2.5% per annum with compelling cases to be subject to the prior approval of the Minister for Treasury and Resources (previously the Finance and Economics Committee)”.

 

A decision to increase the VC and VCP school fees for the academic year 2017-2018 was signed by the Minister for Education (MD-ESC-2017-0004) on 21st March 2017. 

Resource Implications:

The fee increase for VC is forecast to result in additional income of £48,000 for 2017 and £153,000 for 2018 (based on an indicative fee increase of 4.00% for the academic year 2018-2019). The fee increase for VCP is forecast to result in additional income of £19,000 for 2017 and £59,000 for 2018 (based on an indicative fee increase of 4.00% for the academic year 2018-2019).

The fee increase for hiring the Great Hall (for weddings and functions) will not have an impact until 2018 and it is advised that the net benefit from this increase will be £100/event.

Action required: Head of Decision Support to advise the Head of Finance – Education Department once this decision has been approved.
