Bus services - Island Explorer Service 2010 confirmation

A formal published “Ministerial Decision” is required as a record of the decision of a Minister (or an Assistant Minister where they have delegated authority) as they exercise their responsibilities and powers.

Ministers are elected by the States Assembly and have legal responsibilities and powers as “corporation sole” under the States of Jersey Law 2005 by virtue of their office and in their areas of responsibility, including entering into agreements, and under any legislation conferring on them powers.

An accurate record of “Ministerial Decisions” is vital to effective governance, including:

  • demonstrating that good governance, and clear lines of accountability and authority, are in place around decisions-making – including the reasons and basis on which a decision is made, and the action required to implement a decision

  • providing a record of decisions and actions that will be available for examination by States Members, and Panels and Committees of the States Assembly; the public, organisations, and the media; and as a historical record and point of reference for the conduct of public affairs

Ministers are individually accountable to the States Assembly, including for the actions of the departments and agencies which discharge their responsibilities.

The Freedom of Information Law (Jersey) Law 2011 is used as a guide when determining what information is be published. While there is a presumption toward publication to support of transparency and accountability, detailed information may not be published if, for example, it would constitute a breach of data protection, or disclosure would prejudice commercial interest.

Subject: Confirmation of 2010 Island Explorer Bus Services

Decision(s): 

The Minister approved the following:

1.     That the Island Explorer will run from Thursday 01 April 2010 through to Sunday 10 October 2010 and the three weekends following finishing on Sunday 31 October;

2.     That the last departure from Liberation Station on each route will run only during the summer timetable period of 30 May 2010 to 26 September 2010; and

3.     The minor changes to the yellow and green routes as detailed in this report.

Reason(s) for Decision: 

Although four comments from members of the public were received following advertising in the JEP, it is considered that the 2010 proposals as planned will provide the best leisure service for the public.  The proposals represent an improvement in coverage of the leisure network to the benefit of the travelling public, visitors and tourist destinations and show an enhancement from 2009 with the inclusion of Bouley Bay and Rozel Bay.

Resource Implications: 

The proposals will result in a cost saving of £9,054.93 compared to the 2009 service.

Action required:

1.     Advise Connex of the decision.

2.     Draft a media release advising of the Minister’s decision.

3.     Advise the members of the public who submitted comments of the Minister’s decision.
