Island Games 2015: Grant for St. Helier Town Centre Dressing

A formal published “Ministerial Decision” is required as a record of the decision of a Minister (or an Assistant Minister where they have delegated authority) as they exercise their responsibilities and powers.

Ministers are elected by the States Assembly and have legal responsibilities and powers as “corporation sole” under the States of Jersey Law 2005 by virtue of their office and in their areas of responsibility, including entering into agreements, and under any legislation conferring on them powers.

An accurate record of “Ministerial Decisions” is vital to effective governance, including:

  • demonstrating that good governance, and clear lines of accountability and authority, are in place around decisions-making – including the reasons and basis on which a decision is made, and the action required to implement a decision

  • providing a record of decisions and actions that will be available for examination by States Members, and Panels and Committees of the States Assembly; the public, organisations, and the media; and as a historical record and point of reference for the conduct of public affairs

Ministers are individually accountable to the States Assembly, including for the actions of the departments and agencies which discharge their responsibilities.

The Freedom of Information Law (Jersey) Law 2011 is used as a guide when determining what information is be published. While there is a presumption toward publication to support of transparency and accountability, detailed information may not be published if, for example, it would constitute a breach of data protection, or disclosure would prejudice commercial interest.

Decision(s):

The Minister for EDD agreed a Grant of up to £22,000 to be paid to the Parish of St. Helier in order to pay for proposed Town Centre Dressing during the run up to and hosting of the 2015 NatWest Island Games.

The Project is to be procured by the Parish in line with standard States of Jersey procedures with quotes to be sourced from at least three suppliers. An Officer of the Department is to be involved in agreeing a specification for the items to be procured, the Procurement exercise itself and in monitoring the delivery of the Project in conjunction with the Parish.

Reason(s) for Decision:

The 2015 NatWest Island Games are an internationally high profile event and it is important that the Island seek to maximise leverage of them in terms of building its international reputation and securing future sports, culture and heritage tourism events.

Resource Implications:

The Minister authorised the transfer of up to £22,000 from Tourism budgets to EDD Corporate Resources in order for the grant funding to be paid to the Parish of St Helier

NatWest Island Games Jersey 2015

 

Town Centre Street Dressing Project

 

Introduction

 

In June of 2015, Jersey has the privilege of hosting one of the largest international multi-sport events and showcase the Island, its sporting prowess and warmth of welcome to a global audience.

 

Such opportunities are very limited and it is therefore important that Jersey not only delivers a prestige, high quality event, but uses the legacy of the 2015 Games to create a lasting impact, capable of delivering future economic, sporting and social returns from the re-use of the investment in facilities.

 

One means of maximising this opportunity is the creation of a welcoming ambience in St Helier for competitors, sports administrators, relatives, tourists and the local population. Effective street dressing and sport-related ‘attractions’ across the Town Centre, will be important components in establishing the Island’s capacity to hold future premium-level sporting events as part of a new Tourism Strategy with an increased ‘events tourism’ focus.

 

 

Proposal

 

The Parish of St. Helier, supported by States of Jersey funding, is therefore seeking to identify an on-island supplier capable of providing the following items:

 

 Create sport themed signage plus an interactive feel for the 2015 NatWest Island Games

 

a)      To refurbish and install 12nr Display signs

b)      To supply and apply one non-laminated wall wrap to the gable end of one building in Old Street

c)       To supply and install 1 no. full colour double-sided digitally printed banner (650 x 2380mm), with hem and pockets top and bottom in Grenville Street

d)      To supply and install 4 no. full colour double-sided digitally printed banners (650 x 2200mm) with hem and pockets top and bottom on the Esplanade

e)      To supply and install one ‘Long Jump’ - hoarding panel with face applied non laminated digital printed detail (8300 x 2400mm high, in seven sections)

f)        To supply and install 1828mm (w) x 1220mm (h) White Goal Post manufactured from white PVC tubing with white polyester meshed netting. Supplied with full colour printed PVC Banner with 5 cut outs for goals, eyeletted all round with cable ties. Supplied with two sponge balls.

g)      To supply and install one black 5mm PVC panel 2440mm Basketball hoop - high cut to shape with applied detail

h)      To supply and install 3mm aluminium Hoarding wall (SDS) - with applied non-laminated monomeric printed detail.

i)         To supply and apply Floor graphic featuring Golf at West Centre; unique textured, scuff-resistant print media with a non-slip surface - tarmac, asphalt, pavements, concrete, walls. etc. Solvent Acrylic Adhesive: Anti-Slip Certified

j)         To supply and apply street Floor graphic featuring Running Jersey Tourism at West Centre Unique textured, scuff-resistant print media with a non-slip surface - tarmac, asphalt, pavements, concrete, walls. etc. Solvent Acrylic Adhesive: Anti-Slip Certified

k)       To supply and install coloured LED lighting along Colomberie precinct for the period of the Games

 


Grant Terms and Conditions

 

The Department will pay the Grant to the Parish of St Helier in line with the following criteria having been met:

  1. Mutual agreement of a Specification against which to procure the goods and services attached to this Project

 

  1. Agreement of a short-list of suppliers to be approached to quote for delivery of the Specification

 

  1. Agreement of the basis upon which a “Request for Quotes” exercise is to be carried out in order to establish potential suppliers

 

  1. A final price for delivering the Project and meeting the Specification

 

  1. Retrospective supply by the Parish of final invoices from the preferred Supplier

 

Services shall be supplied in accordance with the States of Jersey terms and conditions
